1. On 02 Oct 07, ALCOAST 468/07 (complete text below) was released by the
Chief of Staff of the Coast Guard, Vice Admiral Robert Papp. It announced
establishment of the Assistant Commandant for Operations (CG-ACO) in Coast
Guard Headquarters effective 03 Oct 07. CG-ACO now oversees the Assistant
Commandant for Marine Safety, Security, and Stewardship (CG-5) who in turn
oversees the Director of Prevention Policy (CG-54). The Office of the
Auxiliary ("old" CG-3PCX) and the Office of Boating Safety
("old" CG-3PCB)
have been merged and are now part of the CG-54 Directorate. The immediate
impacts upon these two offices follow:
a. The Office of Auxiliary ("old" CG-3PCX) has merged with the
Office of Boating Safety ("old" CG-3PCB) to form the Office of
Auxiliary and
Boating Safety (CG-542). Captain Barry Smith is now the Chief of the
Office
of Auxiliary and Boating Safety (CG-542). He still functions as the Chief
Director of Auxiliary, but he has also effectively taken on the duties as
Chief of the Office of Boating Safety ("old" CG-3PCB).
b. The Office of Auxiliary and Boating Safety consists of two
Divisions - the Auxiliary Division (CG-5421) and the Boating Safety Division
(CG-5422). Commander Valerian Welicka is now the Chief of the Auxiliary
Division (CG-5421). He shall continue to function as the Chief Director
of
Auxiliary during any absence of Captain Smith. Mr. Jeff Hoedt is now the
Chief of the Boating Safety Division (CG-5422).
c. The Auxiliary Division (CG-5421) consists of two Branches - the
Administration Branch (CG-54211) and the Operations Branch (CG-54212).
Mr.
Steve Minutolo is now the Chief of the Administration Branch (CG-54211).
Lieutenant Commander Kathryn Dunbar is now the Chief of the Operations
Branch (CG-54212).
d. The Boating Safety Division (CG-5422) consists of three Branches
- the Program Management Branch (CG-54221), the Program Operations Branch
(CG-54222), and the Recreational Boating Product Assurance Branch
(CG-54223). The position of Chief of the Program Management Branch
(CG-54221) is currently vacant. Mr. John Malatak is now the Chief of the
Program Operations Branch (CG-54222). Mr. Phil Cappel is now the Chief of
the Recreational Boating Product Assurance Branch (CG-54223).
2. Our offices have started the transition of office designations on
things
like letterhead and web sites.
3. No immediate changes are foreseen for phone numbers or e-mail
addresses.
4. In order to expedite the processing of Auxiliary matters, all
correspondence should be addressed and mailed to:

6. With the exception of the National Commodore, National Vice Commodore,
and the Immediate Past National Commodore, or unless it is an urgent issue,
Auxiliary national leaders and Directors should direct matters of general
Auxiliary business to Commander Welicka as the Chief of the Auxiliary
Division (CG-5421), or the appropriate Auxiliary Branch Chief or associated
staff member. Boating safety matters should be directed to Mr. Jeff Hoedt
as the Chief of the Boating Safety Division (CG-5422), or the appropriate
Boating Safety Branch Chief or associated staff member.

1. PURPOSE. THIS ALCOAST ANNOUNCES THE REALIGNMENT OF THE HEADQUARTERS
ASSISTANT COMMANDANT FOR OPERATIONS (CG-ACO) AS A TRANSITIONAL STEP TOWARD
THE FUTURE DCO ORGANIZATION. IN THIS INITIAL PHASE, CG-3, CG-3R, CG-3P,
CG-37, CG-5 AND CG-00I ARE INTEGRATED UNDER CG-ACO. KEY ORGANIZATIONAL
ELEMENTS REPORTING DIRECTLY TO CG-ACO INCLUDE A NEW ASSISTANT COMMANDANT FOR
MARINE SAFETY, SECURITY AND STEWARDSHIP (CG-5), A NEW ASSISTANT COMMANDANT
FOR CAPABILITY (CG-7), THE DIRECTOR OF INTERNATIONAL AFFAIRS (CG- ACO-I),
THE DIRECTOR OF OPERATIONS RESOURCES MANAGEMENT (CG-ACO-R), THE DEPLOYABLE
OPERATIONS GROUP (DOG) AND THE HQCC AND NATIONAL RESPONSE CENTERS. THIS
CHANGE FORMALLY ALIGNS ALL CGHQ OPERATIONS POLICY, PLANNING, INTERNATIONAL
AFFAIRS, AND CAPABILITIES UNDER A SINGLE ASSISTANT COMMANDANT. RADM PEKOSKE
HAS ASSUMED RESPONSIBILITY AS CG-ACO. HE REPORTS TO CG-01 AND WILL RETAIN
THE TITLE OF ASSISTANT COMMANDANT FOR OPERATIONS PENDING LEGISLATIVE
APPROVAL OF THE FUTURE DCO AND DCMS POSITIONS.
2. BACKGROUND. REF A DIRECTED THE ESTABLISHMENT OF NUMBERED STAFFS IN
HEADQUARTERS. REF B ANNOUNCED THE ATTAINMENT OF NUMBERED STAFFS, INCLUDING
INITIAL OPERATING CAPABILITY (IOC) FOR THE CG-3 AND CG-5 ORGANIZATIONS. REF
C APPROVED THE FOC MODEL FOR CIAO 2, INCLUDING CONSTRUCTS FOR A DEPUTY
COMMANDANT FOR OPERATIONS (DCO) AND A DEPUTY COMMANDANT FOR MISSION SUPPORT
(DCMS). APPLICABLE LEGISLATIVE CHANGES HAVE BEEN REQUESTED AND PEND APPROVAL
IN THE COAST GUARDS FY08 AUTHORIZATION BILL. REF D DIRECTED DETAILED DCO
IMPLEMENTATION PLAN DEVELOPMENT AND PHASED EXECUTION. PLANNING FOR THE
INITIAL PHASE HAS BEEN COMPLETED AND APPROVED.
3. EFFECTIVE DATE AND SIGNIFICANT STAFF CHANGES. THE NEW CG-ACO ORGANIZATION
IS EFFECTIVE 3 OCT 07. THE CENTRALIZATION OF LEGACY POLICY DEVELOPMENT AND
CAPABILITIES FUNCTIONS REQUIRED A NUMBER OF STAFF MERGERS AND SHIFTS, AND IN
SOME CASES THE CREATION OF NEW OFFICES AND DIVISIONS. A CG-ACO
ORGANIZATIONAL DIAGRAM AND A DESCRIPTION OF THE CHANGES CAN BE FOUND ON CG
CENTRAL UNDER THE FOLLOWING TABS: OUR CG - COAST GUARD MODERNIZATION -
MODERNIZATION DETAILED INFO - DEPUTY COMMANDANT FOR OPERATIONS (DCO).
SOME SIGNIFICANT CHANGES INCLUDE:
A. CG-3 BECOMES ASSISTANT COMMANDANT FOR OPERATIONS AND CG-3 IS
DISESTABLISHED AS A HQ ORGANIZATIONAL ELEMENT.
B. CG-00I IS REORGANIZED AND BECOMES CG-ACO-I.
C. LEGACY CG-3P, CG-3R AND CG-5 STAFFS ARE MERGED UNDER THE NEW CG-5,
ASSISTANT COMMANDANT FOR MARINE SAFETY, SECURITY AND STEWARDSHIP. CG-5
DIRECT REPORTS INCLUDE: CG-51 (DIRECTOR OF ASSESSMENT, INTEGRATION AND RISK
MANAGEMENT), CG-52 (DIRECTOR OF COMMERCIAL REGULATIONS AND STANDARDS), CG-53
(DIRECTOR OF RESPONSE POLICY), CG-54 (DIRECTOR OF PREVENTION POLICY).
D. LEGACY CG-37 STAFFS ARE INTEGRATED UNDER CG-7 (ASSISTANT COMMANDANT
FOR
CAPABILITY). CG-7 INCLUDES A NEW OFFICE OF INTEGRATION AND REQUIREMENTS, AND
A NEW OFFICE OF SHORE FORCES THAT WILL SERVE AS HQPC FOR SECTORS AND COMMAND
CENTERS.
4. THE STAND UP OF ACO IS CONSIDERED A TRANSITIONAL OPERATIONAL CAPABILITY
(TOC) PHASE OF THE OVERALL COAST GUARD MODERNIZATION ORGANIZATIONAL
REALIGNMENT. THE EVOLUTION OF CG-ACO TO DCO FINAL OPERATING CAPABILITY (FOC)
IS INEXTRICABLY LINKED TO THE ONGOING ORGANIZATIONAL DEVELOPMENT EFFORTS FOR
OPCOM, FORCECOM, DCMS AND HQ MANAGEMENT AND GOVERNANCE. WE WILL CONTINUE TO
MAKE CG-ACO ADJUSTMENTS AS OTHER ORGANIZATIONAL ELEMENTS MOVE TOWARDS
IMPLEMENTATION.
5. THE TRANSITIONAL NATURE OF THE CG-ACO ORGANIZATION DOES NOT DETRACT FROM
THE SIGNIFICANCE OF THIS HISTORIC FIRST STEP AND THE HARD WORK IT TOOK TO
ACHIEVE IT. I CONGRATULATE ALL THOSE CONTRIBUTING TO THE ACO DESIGN AND
IMPLEMENTATION, AND I LOOK FORWARD TO YOUR CONTINUED SUPPORT OF THE COAST
GUARD MODERNIZATION AS WE PROGRESS TOWARD A SERVICE BEST POSITIONED FOR
SUSTAINABLE MISSION EXECUTION.
