1. There have been numerous recent compromises of Personally Identifiable
Information (PII) throughout the Federal government with potentially serious
consequences.  The Coast Guard maintains a significant amount of information
concerning individuals and has a special duty to protect PII from
disclosure, loss or misuse.  As a result, it is imperative that all Coast
Guard personnel receive training on safeguarding PII.  

2.  I am directing all CG personnel - active-duty, Reserve, Auxiliary,
civilian employees (including Non-Appropriated Funds employees) and
contractors - who hold an active user account for a CG Standard Work Station
(SWS) to review references (a) and (b) no later than 15 October 2007. [Chief
Director of Auxiliary Note - Recognizing that many Auxiliarists with SWS
accounts do not access them on routine enough basis to meet the 15 October
deadline, Auxiliarists are encouraged to review the references as soon as
their program support activities allow in lieu of the 15 October deadline.

3.  Reference (a) provides instruction relating to statutory requirements,
Privacy Impact Assessments (PIAs), System of Records Notices (SORNs),
safeguarding of PII, and PII breach notification procedures.  Reference (b)
provides quick reference "dos and don'ts" for protecting and handling
personal data.  Reviewing this information should take no more than 10
minutes.

5.  The Coast Guard must remain vigilant in our commitment to safeguarding
the privacy of those individuals about whom we hold personal information.
More detailed DHS web-based privacy awareness training and a CG instruction
on safeguarding personal privacy information and breach of PII notification
procedures are being developed and will be issued as soon as they are
available.
