Each job has different caps for different skills, when your skill caps out the number turns blue.
The higher your skill, the more accurate and more effective you are with that weapon/magic/etc.
The different caps are categorized as A-F, with A having the highest cap.
(Levels 61 and higher have some of them divided further.)
If your subjob gives you a skill your main job doesn't have, it caps out at whatever level your subjob is currently.
Keep in mind that skill that require attacking the enemy will only rise if the enemy is the appropriate level.
Attempting to raise your skill on an enemy that's too weak or strong will not work.
How to raise your skills:
Note: You cannot raise a skill if your main job does not possess it.
IE: a War/Whm cannot raise his healing skills by casting cure spells.

Not all weapon skills are available depending for all jobs.
EX skills require your main or sub to be one of the listed jobs.
SP skills can only be used by the main job listed.
Qu are quested skills.*
So a WAR/NIN wouldn't be able to use Raging Fists regardless of his current skill level.
but a WAR/MNK can assuming his skill is high enough.
*(Note: quested skills can only be used by the jobs that can quest them,
you cannot use them by artificially boosting your skill on a job that can't normally quest it.)
IE: A BRD cannot quest Savage Blade, if they merited their sword skill to 240+, they still would not be able to use it.
