Clothing and Weapons
Found Tower clothing should be returned to the proper person. Rings and dresses
should be given to the Mistress of Novices, Gaidin equipment should be given to
the Guardian of the Flame, and shawls should be returned to the Sitter for the
correct Ajah. Your dresses and rings may not be bartered for
openly in the marketplace. Doing so will highlight your carelessness.
1. No items of the Shadow shall be worn at any time. Individual items that have
been deemed unacceptable are: black swords, inky black cloaks, gleaming black
swords, badges of the Trolloc hordes, necklaces of human teeth, armor of the
Trolloc hordes and wickedly scythed longswords. These are given as an example,
other items may exist.
2. Theft from other groups will not be tolerated. If items belonging to others
are found they will be kept safe and returned as soon as possible. They are not
to be used for personal gain even while keeping them safe.
Failure to comply with these regulations will result in any offending item being
confiscated and possible removal from the White Tower.
Housing
1. Novices and Accepteds must rent in the Tower.
2. Full Sisters may find a comfortable inn while abroad but are encouraged to
return to the Tower as they are able.
The Three Oaths
***All tower members are to live by the three oaths even if they have not yet sworn the oaths on the oath rod***
1.To speak no word that is not true.
2. To make no weapon with which one man may kill another.
3. Not to use the One Power as a weapon except against Shadowspawn, or in the
last defense of my life, the life of my Warder, or that of another Sister.
Forbidden Weaves
1. The one power should never be used to harm another human being except as
provided by the oaths -- this includes blinding and sleeping weaves.
2. The use of Ward Weapon weaves are forbidden.
Use of forbidden weaves will result in expulsion from the White Tower and
possibly being stilled.
Tasks
1.Novices may receive tasks from the Mistress of Novices.
2.Sisters and Accepteds will receive tasks from The Amyrlin Seat.
3. A task may be completed only once unless it is clearly stated that it may be
completed more than once.
4.Completing tasks more than once will result in revocation of rewards as well
as a penalty for not following the rules.
5. Simply having completed the required number of tasks does not ensure
progression within the Towers ranks. You must prove you are worthy in your heart
and by your deeds.
For Novices
1.You will obey the Three Oaths and act appropriately when abroad as ambassadors
of the White Tower.
2. You may not hunt enemies of the Tower.
3. You must obey Accepteds and Full Sisters.
4. You may not travel incognito at any time.
5.You must wear the Novice's white dress at all times. You may acquire a new
dress by asking the Mistress of Novices to "issue dress".
6.You can never travel in the company of or associate with a known male
channeler or a criminal of Tar Valon.
7. You will spend your time in Tar Valon or the White Tower unless on a specific
task. This means that you should not loiter in another city. You are free to
explore the countryside for personal growth but should return thereafter to Tar
Valon and your studies.
8.You must complete orientation to be considered for Wearied Novice.
9.All Novices wishing to be raised to Accepted must be at least level 25.
For Accepteds
1.You will obey the Three Oaths and act appropriately when abroad as ambassadors
of the White Tower.
2. You may hunt enemies of the Tower after you have taken a PK Prerequisites
test online and received notice back from a Sitter granting this permission. The
test is located HERE and may be taken at
any time after the Arches test is passed.
3. You must obey Full Sisters and Accepted assigned as your instructor.
4. You may not travel incognito at any time.
5. You may not travel in the company of any known male channeler or an
individual wanted by Tar Valon.
6. You must wear the Accepted's dress at all times. You may acquire a new dress
by asking the Mistress of Novices to "issue accepted dress".
7. You must wear the Great Serpent Ring at all times. You may acquire a new ring
by asking the Mistress of Novices to "issue ring".
8. You should spend their time in Tar Valon or the White Tower unless on a
specific task. This means that Accepteds should not loiter in another city.
Accepteds are free to explore the countryside for personal growth but should
return thereafter to Tar Valon and their studies.
9. As a Journey Accepted you are expected to teach a class on a subject of your
own choosing before being raised to Tower Accepted. This class will be cleared
and approved by the Hall of the Tower.
10. Beginning at the rank of Tower Accepted, you are encouraged to complete an
intensive study into the Ajah you wish to join. You should seek guidance under a
Full Sister from that Ajah.
11. All Accepted wishing to be raised to Aes Sedai must be at least level 40.
For Full Sisters
1. You will obey the Three Oaths and act appropriately when abroad as
ambassadors of the White Tower.
2. You are encouraged to wear your Shawls and Rings while in Tar Valon however
you may remove them while abroad if appropriate.
3. To receive the shawl of your Ajah or any other ajah item, see the head
of your Ajah and ask her to "issue list." She will tell you what ajah items are
available for issue as well as the cost of each item.
4. You may not be in the company of a known male channeler or a criminal of Tar
Valon unless you are attempting to bring him/her to justice.
5. In addition to these rules, you will follow the policies of your Ajah as
appropriate.
The following instructions are given regarding Bonding:
1. The person to be bonded must be a member of the Gaidin and attained a rank of
at least Mentor.
2. The blessing of your Head of Ajah or Sitters must be gained in order to bond.
3. Only Sisters and above may bond.
4. A Bond is permanent for the pair. It is understood that occasions may arise
requiring a change. When an Aes Sedai and Gaidin bond, both are required to
maintain the partnership for a period of 6 months from the time permission is
granted and 3 months from the time of last bonding, whichever is greater.
You need not re-bond if the bond is severed however permission to bond another
will not be granted until this time period is up.
5.The pair may bond anytime after permission is granted. No waiting period is required.
6. A Bond that is placed in violation of these rules will be severed and
additional penance for the parties may be required.
7. Sisters of the Green Ajah will be permitted to bond up to two Gaidin at a
time once she has gained the rank of Elder Sister. . All other rules apply for permission to bond and timing.
An Aes Sedai may present an applicant for guaranteed training in the Gaidin.
There are strict rules and regulations to this and you should read these
carefully and weight the potential drawbacks.
The stipulations for presenting a person to be trained as Gaidin are as follows:
1. The applicant must be of sound moral character.
2. The applicant meet all minimum requirements for the clan such as age and
experience level.
3. The Aes Sedai must not have put forward an applicant for training within the
last 6 months, nor have had a successful candidate clan within the Gaidin in the
past year, nor have already put forward 3 applicants within her lifetime.
4. Standard clanning procedures for the Gaidin apply.
This Handbook of the Tower was condensed by Verin Mathwin, Aes Sedai of the
Brown Ajah and posted on the 23rd day of the month of Taisham, year 458. Sources
include earlier versions by Polly Falconiform of the Brown Ajah and findings by
the Amyrlin Seat, the Guardian of the Flame, the Hall of Sitters and Master of
the Gaidin.
To mail the Hall, you should now use the forums. For those who are new
and do not know how:
1.In the mail section choose 'Send Group Mail.'
2.In the 'Recipient Character Name' field choose 'Sitters of the White Tower.'
Questions about how and why to mail the Hall.
I wish to be ranked, what should I do?
Firstly, you need to send a letter to the Hall to be considered for ranking. We
will receive your letter and look it over. Usually we do not respond to these,
because there are so many. What we will do is look for you when we are in
session, and call you to the Hall to speak with us in person.
A good letter should be IC (in character), not OOC (out of character) and it
should be a request for more responsibility, or for advancement, but not a
request for 'ranking.' Though we do like it if you put 'Rank - (Your Name) for
(Desired Rank)' in the 'Subject' field of your letter. It makes it easier for us
when we are searching for a particular letter.

source of light, as well as a basic course taught by Corele Sedai on emergency

Wearied Novice within the White Tower. I have worked hard at my duties, such as
the washing of the dishes. I hope in my heart that the Hall find me worthy.

It is an easy thing, and not something to be nervous about. We are not expecting
an essay, just a brief look at who you are and why you think you are ready to
advance.
Things to consider before you mail the Hall:
To advance from Novice to Wearied Novice, you must have attended orientation class.
To advance from Journey Accepted to Tower Accepted, you must have taught an
approved class.
To advance from Novice to Accepted, or Accepted to Aes Sedai*, you must have a
minimum level.
If you have already mailed the Hall, be patient, be active and behave.
If a substantial amount of time has passed from when you mailed your letter, you
may check with us to see that it has been received.
*Note that advancing from Tower Accepted to the shawl is not like other
advancements, and you do not mail the Hall for this.
I was called to the Hall but not ready to be raised. Do I need to mail the
Hall again?
Yes, you do. It will be up to you to judge when. If there was a specific reason
why you were not raised when you were last in the Hall, make sure to talk about
it in your letter.

to advance. Although I was disappointed, I was determined to work harder at my
studies. I am now able to create a light source with greater efficiency. I have
been out hunting and now I am stronger and know much more of the lands

my face is a more recognizable one within the Tower. I hope that you are pleased
with my efforts and I wish to again be considered for the esteemed position of
Wearied Novice within the White Tower. I hope in my heart that the Hall find me

I need permission to teach my Journey Accepted class, how do I get it?
Once you have chosen your topic, you need to send a class proposal to the Hall.
Your proposal should look like this:

I wish to teach a class on tusked pigs because… Here is an outline of what
I would like to teach.
Part 1 - Introduction
"I plan to introduce my students to the topic of tusked pigs by..."

Their eating habits.
Their sleeping habits.
Their mating habits.
Part 3 - Conclusion
"I will conclude my class on tusked pigs by… and by answering any
questions my students may have."

Some topics may not fit this structure perfectly, but do what you can to give us
a detailed outline. We will review your proposal, discuss it and vote on it in
the Hall. This may take some time and, depending on the topic, a Sitter may wish
to discuss it with you in person.
I am now a Tower Accepted. Do I need to mail the Hall about the ajah I am
interested in?
No, you do not need to mail the Hall for this. You should mail the Sitter of the
ajah you are interested in.
I need to report an incident to the Hall. How should I do this?
There are all sorts of things you may need/wish to report to the Hall, good and
bad. A few examples would be:
You are asked to make a report to the Hall about a particular incident.
You had a really good experience you wish us to know about.
You had a really bad experience you wish us to know about.
You receive a warrant from a group or nation.
You witnessed an event that the Hall is investigating.
In these cases, we have no set format, as the reasons to mail us can be
numerous. Simply write a clear and detailed description of events for us. We
will review your letter and proceed as necessary.
The Gaidin Council do consult with us on the Sitter forum, but matters dealing
with the Gaidin should go directly to them. These matters should not be mailed
to the Sitter forum.
I never see Sitters on and I play at a time when the Hall is rarely in
session. What should I do?
If you are having a hard time catching up with us due to playtime differences,
feel free to drop us a note OOC. There are so many Novices and Accepted in the
Tower, that we likely have no idea you are having a problem. If you let us know
when you usually play, we can try to schedule Hall sessions during hours that we
wouldn't normally have them, and if that doesn't work we can look into other
options. We will try our best to be flexible, but we can't do anything unless
you inform us of the problem.
I have a real life emergency that will affect my playtime. What should I do?
You can mail us if you want to. Some people post absences on the Tower board. Do
whatever you prefer in this instance.
I wish to leave the Tower. Do I need to mail the Hall for this?
No, the Sitters do not have the power to declan you. You can speak to us online
if you wish to let us know. To remove yourself from the Tower, you should mail a
letter to Dyvim. I would suggest writing an IC letter addressed to Sheriam
Sedai, asking her to release you. However, that is your choice and it would
depend on why you are leaving the Tower and what future you are planning for
your character. Please note that once a character has left the Tower, they will
not be readmitted any more. That means if you trade for a character, if they
have been clanned into the Tower previously they won't be eligible again.
I have taught my Journey Accepted class, do I need to mail the Hall?
Yes. Please send us a list of those who attended and a transcript of your class.
(If you can't log, try to have someone attending log it for you, and if this is
not possible, we will understand.)
How do I take the Accepted PK Test?
The Accepted PK Test is located elsewhere in this document. Click HERE.
For the time being, if you wish to take the Accepted PK Test, complete the form
and save your answers. You will then need to forward your test to the Green Ajah using the
group mail function on the forums.
I would like to teach Novice Orientation. How do I apply?
Firstly, you must be a Tower Accepted to be approved to teach Novice
Orientation. If you are interested, mail the Hall with:
Why you wish to teach the class.
What time you are normally awake.
After the Hall reviews your application, we will give you details such as the
lesson plan template.
If you have a question about mailing the Hall that is not answered in this
post, feel free to ask a Sitter.
[Please send the GREEN AJAH (group mail option,) your answers along with the
questions. Title the subject of your mail appropriately, "JANE- PK TEST" and
you will receive a response within a few days.
Battle Prerequisites Test (PK Test):
Part A (True or False)
1. If I can create food with Saidar, I do not need to be skilled in survival.
2. If I can travel to any location with Saidar, I do not need to be a skilled
horseback rider.
3. I should try to be familiar with every area I may travel to using Saidar
since I may have to move about on foot or horseback.
4. I will never have to worry about being blinded unless I am fighting another
channeler.
Part B (Short Answer)
1. Describe some differences between flame strike, fire ball, ice spikes, and
call lightning.
2. Describe one status effect weave as completely as you can (like poison,
contagion, slow, fear, etc.).
3. What is a good skill to learn to counter a stabbing opponent?
4. Name a weave that can hinder an opponent's ability to bash.
5. Name some animals or vegetation that may hinder your opponent and not you.

Part C (Essay Questions)
You may encounter many different opponents in battle. Trollocs, Myrddraal,
Seanchan, and Male Channelers are just a few examples. These opponents may stab,
bash, kick, charge, channel, or use a variety of other skills. It is important
to consider your opponent when you fight, as this will help you decide what
weaves to use, what position to be in, and whether you should attempt to stay,
pursue, or retreat.
Pick two possible opponents and write about what you know of them and what you
think would be an effective way to fight them.

This is just a tool, a guideline to practice.. to "see" how your practices might work out. Take care when doing your actual weave practices on the mud.

Novices and Accepted READ
For the life of me I cannot understand how things I regularly say go in one ear
and out the other, children.
Do not ask me to rank you. "Rank" is a smell -- a very bad odor. If you cannot
follow the smallest procedure to ask the Hall to give you more responsibility
then you definitely need more time in your current dress.
Do not try to get my attention except by letter or in person. Do not ask me to
come to you -- your legs work, if you want something from me, you come to me. It
is the ultimate insult and ego to think that your matter is more important than
anything else, including the person with whom I am probably speaking when you so
rudely interrupt in the first place. Those people take the time to find me and
speak with me directly, and I require no less from you.
If you are ever tempted to ignore or forget these words -- do not do so. If your
memory retention is that poor you can repeat basic logorithms while you do
menial chores for an entire week.

A reply to "Novices and Accepteds READ"
Ok this is a beef post so prepare your little virginal ears for a bit of *****ery...
Here is a list of things to DO and DON'T when called before the Hall to see if
you are ready to be raised in rank:
DON'T
As soon as you see the Hall is in session send a flurry of tells repeatedly
asking said Sitters if you can be called to rank, when are they going to call
you, can you be called, call me, am I called yet etc. I had one Novice ask me 9
times if she can be called to be ranked before I finally lost it and told her if
she didn't learn patience she would be in Novice whites for the next 9 years.
Don't go OOC unless absolutely necessary. That means its ok to say ooc-sorry my
link keeps dropping me, not ooc-well I have lots of battle experience on my
Borderguard alt.
Not answer the question we ask. Number one thing that makes me bang my head
against the desk is when ladies answer a question I did not ask and ignore the
one I did.

attaining the shawl.
Novice-I have worked hard to attain the shawl through lots of studying

Don't forget who you are and where you are, the Sitters are not your friend
don't address them by their first name only and try to remember to add the
honorific Aes Sedai to your answers.

Don't give vague beauty queen answers to questions. I really dislike those
generic ones like:
Me-Novice what do you hope to accomplish in your time in the Tower?
Novice in a breathy little voice-World peace and to bring recycling to all the
nations of the world because garbage is icky
Put some personality into your answers, I know alot of you try to prepare ahead
of time and even ask your friends what the Hall asked of them so that you have
your answers ready, but we ask everyone something different and expect different
answers.
Don't come in with your weapon in your hand, it is a sign of disrepsect to the
Hall that you feel the need to arm yourself.
DO
Come prepared, turn off narr and chats, tell your friends not to bug you, feed
your cat/kid/plant so that when you are with us you are THERE. Its very annoying
to twiddle your thumbs while the 18th Novice your trying to rank that day takes
9 min between one sentence answers.
Read the books, if you don't want to go to all the trouble Google the White
Tower and try to read up on it a bit. Get a feel for what will be expected from
you as a Novice/Accepted.
Have a personality. Don't sit there like a stump muttering out bland one
sentence answers to our questions. We will try to enteract with you, respond to
our emotes, emote what your doing.

When we call you, come. Don't hang out in CCS exchanging gear or finish xping in
the Spine first. Personally I work from the bottom of the who female list up in
calling ladies to rank. Your not only wasting the Halls time, but the time of
all those after you on the list that may not be seen because you've used up most
of the Sitters aloted on-line time.
If you've been assigned any pennance or have had any problems that the
Hall/Sitters have had to deal with in the past, be ready to talk about it and
have a good reason as to why your sorry, what you've learned etc.

Thats about all I can think about now, please feel free to add any tips you can
think of as I really don't like turning away ladies for stupid reasons that are
easily avoided.

Getting out of a zone
When a Gaidin says "OH ****!! Get out!!!" that means leave. Not soon, not in a
few ticks, it means yesterday. When we give out warnings about a certain group
of zones being dangerous, please don't go there unless you have some nice guards
AND know the zone well. Not knowing any dangerous zones is just ... well you get
my drift.
My boys are trained to stay as long as possible and give you time. If you wait
and get on a high and mighty horse about such and such, you are getting my boys
killed. If you want to yell, please wait until you are safe behind guarded
walls. Also, know the Gaidin are told to be respectful, but to be firm when the
situation calls for it.

A reply to "Getting out of a zone"
An Accepted was exping in the spine. Mangler and 3 others were raiding up and
down the spine. I specifically told the Accepted to get out asap. Knowing she
probably wasn't listening I went out to the spine (15 minutes later) and found
that YES there was someone sensed in the zone. I told her to leave immediately.
She said she was lost and called for help. At this I came and was ambushed by
the 3 spawn waiting for me. One happened to be a fade. I and my partner, Glory,
sat there literally getting eaten alive against these very powerful Trollocs and
fade. I spent most of the time bashed. She got lost and subsequently got mauled
by a scorpion. But this was not before Glory got to a critical condition and I
was literally beaten. Luckily for her I and Deedlit Sedai were able to recover
belongings dropped in the spine.
I do not enjoy getting utterly destroyed waiting for someone to get out while I
asked her 15 minutes before to do so. I don't get off on "pulling rank" and I
know the Gaidin have a tough job as it is. When we say out of a zone it isn't to
conduct a firedrill and watch people scramble. We each have better things in
life to do than that.
Furthermore, it is pure foolishness to go into a zone that a person doesn't know
that has high potential for battle(especially looking for pk or under
protected). These zones include the spine, N waste, Lock, Dusty, Blight,
Winding, Gap, Borderlands, and Maradon. Relying on travel or gate is not the
solution.

That is terribly unfortunate and would never have happened had you been obeyed
in the first place.
Accepted and Novices should be obeying the Gaidin when it comes to any sort of
dangerous situation, obeying them immediately without debate and showing them
the utmost respect at all times even when not in a dangerous situation.

A reply to "Getting out of a zone"
This in an excellent opportunity to reiterate something I stress in every
Orientation class. Most of the Novices and Accepteds know this by rote, but I
will repeat it publically to be crystal clear.
1. The Gaidin are not here to be used as "sword monkeys". They protect your life
before they protect their own, and you will treat their lives as you would your
own in return.
2. The Gaidin are not your errand-runners or personal retainers.
3. No one Gaidin 'belongs' to you. The Gaidin exist to protect and serve Tar
Valon and the White Tower, and the Aes Sedai within it, until and unless that
Gaidin is bonded to an Aes Sedai. Some say that a bonded Gaidin takes on less
responsibility by being bonded to one specific Aes Sedai -- I say the Gaidin
takes on more. Until you have attained the ability and permission to bond a
Gaidin do not have the audacity to claim a Gaidin as "yours". And even then,
tread lightly. Gaidin are not property to own. They are people of flesh and
blood who share an intimate link with their Aes Sedai, and that does not make
them slaves.
4. The Gaidin are not here as dating material. You are here to study the One
Power, not attract a husband. You will remain focused on that purpose until you
have earned the ability to focus elsewhere.
5. Do not mistreat a Gaidin. The Gaidin you mistreat today may be your only
viable option for Warder in the future, and payback is not pretty.
6. In battle, the Gaidin is always right. ALWAYS. The Gaidin are trained in the
physical requirements and arts to protect you, just as you are being trained in
the One Power. They do not tell you how to weave; you should not tell them how
to use their weapons. They will do their utmost to see you to safety and
sometimes circumtances get beyond their control, but have faith in their
superior knowledge of battle and obey them when life and death are looming on
the horizon.
I cannot begin to tell you how many times a Gaidin has saved my life because I
put aside my pride and obeyed immediately, without second-guessing -- simply by
trusting their knowledge. In most cases that Gaidin got out alive once he knew
he did not have to worry about whether or not I was safe. Obeying the Gaidin in
battle furthers your own ability to survive, and theirs to live to see another
day.
Novices and Accepted, do not mistake the place of the Gaidin. They are sworn to
obey and serve the Shining Walls, the Aes Sedai, the Amyrlin Seat... no one has
said anything about their need to do so with Novices and Accepteds. I'd sooner
see them swat your behind with the flat of their blades to teach you a lesson
than see them take any guff from the whole lot of you.

*advice for our younger and less experienced ladies
Dear Novices and Accepteds of the White Tower (this is for newer tower members
and newbies mostly),
I have been receiving word of a couple of incidents I wish to discuss with you.
Be aware of who is in your nearby area, at all times if possible (where). I
cannot stress the importance of such enough. The reason I say this is because I
have heard accounts of our newer Novices resting on roads and not paying
attention to the fact that there are two Children of the Light standing in front
of them. One hiding, in preparation for a timely backstab. It takes one stab
ladies, we are not burly, armor-wearing soldiers. Rest and notice your
surroundings (notice on) and continually look around for danger (spam look or
where), or do not rest until you are in a safe city or in the company of someone
you trust.
Secondly, should you notice a Child of the Light nearby, be ready to defend
yourself (if you are an Accepted approved for battle) or be prepared to ride
like the dickens and guard your life. I use a Child of the Light as an example
because some are not warranted by the Tower and may not provoke you, though they
will most likely not act very cordial to you either.
Again many of us have learned these through our own valuable experiences or
through other means, this is advice for our younger ladies who have not
encountered the dangers of being apart of the White Tower yet. Remember still,
the best defense is to be prepared, and even following all precautions you may
still fall to an unseen attacker.
Please do not hesitate to call for help (yelling or narrating) if you find
yourself in a precarious situation that you can not easily escape from. Myself,
I will do all I can to defend and aid *any* member of the White Tower; I only
ask to be informed.
The Light illumine you all and aid you in all your endeavors.

FAL DARA
The following terms are agreed to, as directed by the Hall of Sitters.
1. There are no battle leaders. Anyone can lead, and the leader splits
equipment.
2. If there is a reason to suspect an Aes Sedai is holding contraband, a
Borderguard will not search the Aes Sedai. He will respectfully ask another Aes
Sedai to do it. The Borderguard may be present to observe but will not lay on
hands himself. The Aes Sedai will remain in Fal Dara under an honor guard by
allowing the Borderguard to follow her until another Aes Sedai can come. If the
Aes Sedai leaves Fal Dara prior to being searched, she will receive a one month
banishment warrant from Fal Dara and the Borderguard will write a detailed
report to the Sitter of her Ajah. (These same courtesies apply to Novices and
Accepteds. In the case of a problem, the Borderguard will mail the Hall of
Sitters at wotmudsitters@yahoogroups.com.)
3. Cenae, Marky and Davor will be pardoned in three weeks, and their warrants
are banishment only. As part of his warrant, Marky must apologize to Mesa. Mesa
will be pardoned in three weeks, and his warrant will be banishment only. As
part of his warrant, Mesa will apologize for stating or implying Aes Sedai can
lie.
Warlan will not be pardoned yet. The banning of Warlan had nothing to do with
the events leading to this agreement.
4. The Red Ajah can hunt men who channel at will. All else will require
permission, whether inside the walls of Fal Dara or outside of Fal Dara's
immediate area from the dusty to winding roads. The Borderguard will eject men
who channel from Fal Dara and not harbor them.
5. The masters of all the clans - Western and Eastern Borderguard, Aes Sedai,
and Gaidin - will openly communicate if there are problems so that this type of
situation does not happen again without a very good reason.
6. There will be no hunting wanteds in the Borderlands area if there are
trollocs in the dusty or winding zones. The exception to this is if a warrant is
attempted to be served elsewhere and the warranted criminal runs to the Fal Dara
area. Criminals whose hunt begins outside of the Borderlands will not be able to
escape justice by fleeing to an area where battle is ensuing. When hunting men
who channel there must be a sworn warrant from Aes Sedai that the man can touch
Saidin. In either of these scenarious the Borderguard must be notified that a
warrant is being served.
This concludes our discussions with the Borderguard.
EDIT 12/13/02: Regarding the Red Circle, the Borderguard Council has posted the

Let me say again, this is only for the RED CIRCLE. DO NOT go attacking all your
wanteds, or even all your mc wanteds during battle.

ANDOR
MUTUAL ASSISTANCE PACT BETWEEN TAR VALON AND ANDOR
Updated 10/24/2001.

Tar Valon and Andor recognize and reaffirm its friendship, trust and
assistance per the following.
MUTUAL AID - If Tar Valon has need, any available Lions or Eagles will
assist in its defense. If Andor has need, any available Aes Sedai and
Gaidin will assist in its defense. Tar Valon's borders are affirmed to be
the city of Tar Valon itself and all within it, the forest immediately west
of Tar Valon, and the plains immediately east of it. Andor's borders are
affirmed to be from Aringill, westward to Baerlon, south into the Two
Rivers, and terminating at the Misty Mountains. Roadways marked as "Tar
Valon Road" or "Caemlyn Road" are within the borders of the named principle
countries.
CRIMINAL ACTIVITY - Andor and Tar Valon agree that criminal activity will
not be tolerated, and grant each other full rights to pursue bringing wanted
criminals to justice. Tar Valon may hunt its wanteds within Andor, and
Andor may hunt its wanteds within Tar Valon, without the need to ask
permission. Two areas will be held outside this agreement: The palace in
Caemlyn, and the White Tower in Tar Valon. Upon pursuing a wanted criminal
the authorities in the area will be advised that such an event is occuring,
and may ask for back-up aid from those authorities. Such aid is not
required but shall be encouraged.
DISPUTES - Should a dispute arise between Tar Valon and Andor, the first
action taken will be to advise the other of the problem as a courtesy.
Should the dispute involve breaking of a Law that requires a warrant being
sworn, Tar Valon and Andor recognize that neither one's laws supercede the
others.
OUTSIDE ALLIANCES - This pact applies specifically to Andor and Tar Valon
and has no impact upon any secondary agreements with other nations, nor does
it bind those other nations to Andor and Tar Valon through them.
AMENDMENT ON 5/3/2002:
Oberon has re-instituted the law that states that the Tower cannot hunt
Children, and Children cannot hunt the Tower, in Andor.
Only Aes Sedai and Gaidin can hunt wanteds in Andor. Accepteds may no longer do
so.
INCLUSIVE AMENDMENT 2/10/03 - The White Tower may hunt any and all wanted felons
in Andor, including Children of the Light. Aes Sedai and Gaidin may do so at
their discretion; Accepteds must advise a Lion Warden first that a warrant is
being served so they are aware, but they will not deny the ability to do so.

UPDATE 2/25/03: The Pact is suspended in its entirety due to breach of the Lion
Wardens, who request via Gwindor they no longer be bound by it.

4. The authorized representatives of Tar Valon shall meet with the King's
representative to discuss a mutual pact of friendship, that jutsice may be
carried out in both lands, if meetings are still called for in addition to this
correspondence.
5. The White Tower shall make the following public announcment:

group of bandits or brigands rules Murandy either by official sovereignty or
unofficially with secret control of the country. We also shall work to curb any
unofficial declaration as such by it's representatives.

talks.
9. The White Tower shall respect the laws of the nation of Murandy set forth in
this agreement while in Murandy, and the King's representatives and the Lugard
militia shall respect the laws of Tar Valon while in Tar Valon. Both nations
shall realize that justice and order must be maintained, and this conflict has
brought neither to either nation. No further attacks will take place, either
against each other.

There is a new formal agreement between Tar Valon and the White Tower with Andor.
The specifics are below. This has actually been accepted for several days but
game instability and forum crashes prevented passing this on until now.

-The nations of Tar Valon and Andor hereby grant each other full hunting rights
on unclanned wanteds in the other's lands. These unclanned wanteds will be
referred to in this document as 'criminals'.
-The Lion Warden of Andor also give the Tower permission to hunt the Children of
the Light on Andoran soil, and are allowed to hunt wanted Children within the
walls of Tar Valon in return. This clause will be stricken in the event that
either party comes to amicable agreement with the Children of the Light.
--A criminal may be hunted within the Caemlyn Palace. No wanted shall be
attacked within the White Tower itself upon the understanding that a White Tower
member shall escort the wanted outside of the tower immediately, upon which the
Lion Warden may serve a lawful warrant.
-It shall be considered polite to inform the home clan of a warrant being
served, although it is not required. This is to prevent grouping with wanteds
that are about to be hunted. If already grouped with the wanted, the clan member
should ungroup immediately after being warned by the attacking clan.
-No member of the home clan shall provide assistance to the criminal while a
warrant is being served. If any member provides aid, then they shall be punished
by theresponsible clan's council.
-Male channelers may be hunted anywhere in either land, regardless of their
clanned status.
-Each clan understands that if the treaty is broken, the action is of that
individual clan member. Said clan member will be punished as oppropriate by
their clan's council.
