Perhaps the most well known secret military belongs (privately) to the President of the United States, these being established as Presidential Advisors out of the old military-OSS, and today called the CIA-Parimilitary or Covert CIA. These having authority to kill anyone, anywhere, at any time, at the discretion apparently of the President or by whomever he designates. These today in their forty years of existance are estimated to have been directly or indirectly involved in killing (predominantly) 6,000,000 Third World citizen's around the world.

Then we also have Secret NATO Militaries, a leftover of Covert-OP's from the Cold War era, that today are used and controlled primarily as US and British conduit for World domination. This secret military once was called 'Stay Behind' militaries ready for any (supposed) Communist insurgency, but in covert operations called "Strategic Tension" or "Strategy of Tension" were themselves committing acts of terrorism and death. Similar actions of recent history would be the Iran/Contra, and the Chilean government who were overthrown to protect Western Corporate interests. They among other things arranged death and destruction in allied nations, blamed it on Communists, getting citizens in Western Ally sympathies. The contingency "Pentagon Northwoods" was such a plan to be carried out in America.

Mercenary however can be hired by anyone, the Homeland Security hired Blackwater Mercenary to patrol New Orleans after the flood (with full authority to shoot to kill). Mercenary (or Private Security Corp's) may also be hired by the Pentagon indirectly like the contract involving Halliburton KBR-subsidiary in a 1999-program to set up an old Russian base in Kapsovar, Hungry where Iraqi "Free Iraqi" were trained, where Ahmad Chalabi very likely got his paramilitary flown in with him into Iraq by the US-Gov.

Columbia South America is another nation controlled by a regime, again the US government calls a Democracy and secretly supports, whose paramilitary murder common citizens and union leaders wishing only a better life. It is common with these regimes to call more active citizens as Communist, Marxist, or Terrorist-Rebels, using it as validity while it is the regimes torture and murder of it's citizens. Argentina, Bolivia, Ecuador, Haiti and Venezuela are all discussing ways of bringing former leaders out of exile to face human rights or corruption charges, legal experts expect these various efforts were energized by a ruling by Peruvian Supreme Court ordering that Mr. Fujimori be sent to a jail cell in Peru to await trial. Fujimori did stand trial in Peru, in year-2007 Fujimori was sentenced and is now serving 25 years in a Peruvian prison.
