TaxationFinancial OfficialsRoyal TreasurerThe Royal Treasurer is the chief accountant for the kingdom's funds. SheriffsSheriffs are responsible for collecting the Tallage in their regions. They are also responsible for compiling the reports of all of the local Censors (Village Reeves on the other hand make their reports to the Manor Lords). It is the responsibility of each Tenant-in-Chief to select, with the approval of the crown, a Chief Sheriff for his region. These Chief Sheriffs make annual reports to the Chancellor during the festival of ending. Forms of TaxationBanalitiesManor Lords may impose banalities upon the people of their villages. These are fees for the use of common land and equipment owned and maintained by the lord: mills, ovens, wins presses, and so on. Banalities may also be charged for the use of fisheries, hunting grounds, timber forests, and mines. TallagesTallages are annual assessments of personal wealth collected from the Lords by the Tenants-in-Chief. The Royal Tallage is the annual assessment collected from the Tenants-in-Chief by the King. Ward TaxesEach Warden may impose upon the other Tenants in Chief of their Ward a tax for the purpose of maintaining a standing army. AidsThe King may request at any time an Aid, an irregular request for financial support, generally in time of war or other crisis. Aids are non-mandatory but it is generally unwise to refuse one's king. TollsTolls are collected from travelers on the two Royal Roads: The Crown Road and the Northern Way. DutiesAny Tenant in Chief may impose duties on goods imported or exported from their territory; Chartered towns share this authority. Duties primarily exist to protect local craftsmen rather than as a revenue generating matter. FeesThe self-governing chartered towns have the right to establish taxes (in the form of fees) on anything. In general, these fees are charged to craft and trades people who pass them along transparently to town residents and visitors. |
