ISSUE

Amendment to Resident Council Guidelines to allow Non-Qualified Guests to Participate in Resident Council medical-related Support Group meetings not to exceed 10 people per scheduled meeting.


BACKGROUND

At the April 8, 2009, Amenity Authority Committee (AAC) meeting, the committee approved the request to allow no more than 10 non-qualified guests to attend support group meetings at District facilities. The AAC and Village Center Community Development District boards approved the request. 

Staff defines a Resident Council Support Group as a non-funded group that addresses recognized “medical” related health conditions. To approve this change to the Resident Council Guidelines allowing non-qualified guest attendance at resident council support group meetings would require amending the membership eligibility requirements. This amendment would only allow resident council support groups that are defined as a non-funded group with health conditions that are recognized through the American Medical Association to qualify. Based on communication with Resident Council leaders of these support groups, resident council leaders feel attendance by non-qualified guests would be minimal and support this recommendation.

Recreation Staff has provided a listing of all the current support groups that would be eligible to allow no more than 10 non-qualified guests per support group meeting.  A sign-up sheet would be required at all support group meetings. The group leader would be responsible for oversight and providing a roster report and waivers to the recreation supervisor after each meeting to be kept on file.  Any violations of resident council policy would result in suspension of privileges for one year from date of infraction.


STAFF RECOMMENDATION

Staff recommends the Sumter Landing Community Development District board approve this amendment to the Resident Council Guidelines and this use this memorandum as the supporting document until the Resident Council Guidelines are revised allowing no more than 10 non-qualified guests to attend approved support group meetings at District facilities.

Motion to amend the Resident Council Guidelines to allow no more than 10 non-qualified guests to attend approved support group meetings at District facilities and use this memorandum as the support document until the Resident Council Guidelines are approved.
