Non-Residents Having Access to Facilities

You have no doubt read the email currently circulating The Villages via email:
 

To my neighbors and Friends in The Villages:

On April 8, 2009 the AMENITY AUTHORITY BOARD (AAC) voted to allow local non-Village residents to our recreation center by a vote of 3 to 2.

This means that each support group/club in The Villages will be allowed to have 10 NON-RESIDENTS at each meeting or function. There are presently 31 Support Groups/Clubs using our recreation centers, with no limit as to how many groups may be formed in the future. Presently, this would allow 310 additional NON-RESIDENTS to use our facilities.

These NON-RESIDENTS DO NOT PAY OUR AMENITY FEES... and I believe that a Group/Club should be required to pay a USER FEE if they want to bring in Non-Residents.

For your information:  CDD1 and CDD2 VOTED AGAINST ALLOWING NON-RESIDENTS USE OF THE FACILITIES... BUT CDD3, CDD4 AND LADY LAKE VOTED TO ALLOW NON-RESIDENTS TO USE THE FACILITIES.

You can contact your Representative and let them know that you do not want NON-RESIDENTS using the Recreational Facilities at:

The following (the information shown in the box above) was sent to me by several people for the website. Is it true? Does it contain distortions? Why, what was their reasoning? Your prompt response is appreciated.

(This is a letter issued by John Rohan to the Sumter Landing Community Development District (SLCDD) Board of Supervisors to put the issue on the agenda, with a recommendation to accept this amendment. I presume the issue will be discussed at the June 19th meeting, but there is also a meeting on June 5th at 2:30 p.m. listed.)

NOTE:  It turns out that AAC decisions influence use of the facilities south of Rt. 466, as well as north of it, but no CDDs south Rt. 466 are included or represented on the AAC.

That being said, according to the list prepared for the Board of Supervisors, only 15 support groups were identified by staff that meet the criteria that this amendment was meant to address — a non-funded group that addresses recognized “medical”-related health conditions that are recognized through the American Medical Association — not 31 as stated.

The Minutes of the April 8th meeting are online. Go to page 6 to read about the issue. It does say that the approval was on a trial basis, to be re-evaluated by staff after year's end. However, charging a nominal fee to non-residents certainly is not unreasonable.

I don't know when this issue will be on the SLCDD Board of Supervisors' agenda, but their next meetings are:

AAC Considers Guest ID Changes

"The Guest ID policies for Villages residents will be reviewed and possibly altered at the next Amenities Authority Committee meeting."

That is the opening to the Saturday, May 23rd, online issue of The Villages Daily Sun article by Curt Hills. Want to know more about how these policies are determined, attend the next AAC meeting:

According to Mr. Hills, AAC members met on Wednesday (May 13th) and decided to evaluate suggestions provided by a resident Guest ID focus group next month. Some of the suggestions include:

  • Allow an in-area, non-resident Guest ID to be valid for 30 days out of the year.
  • Impose penalties when Guest ID policies are violated, with a possible 6-month deactivation of a resident's Guest pass for a second infraction and a year for a third infraction.
  • Require people to get out of the pool and produce their Villages or Guest ID for pool monitors.
  • Charging a nominal fee for Guest passes.
