Monday, June 6, 2011 The Avonmore Borough Council met this evening at 7:30 p.m. at the Avonmore Municipal Building, 619 Allegheny Avenue, Avonmore, PA 15618 with all members of council president with the exception of Cheryl Smith and Arnold Foley. Aileen Reid, Borough Mayor, Lucien Bove, Borough Engineer were also present. Not present was David Regoli, Borough Solicitor. Motion was made by Dominica McKay and seconded by Brian Palmiscno to accept the minutes from the May meeting. With there being no questions or comments motion passed. Audience Participation: -Mr. Stanley Debick Mr. Debick would like permission to continue to ride his lawn mower through Cherry Alley to access property on either side. Council has give him permission to do so – stressing that he must say on alley and not on bordering neighbors property. Trees that have fallen down across alley will be looked at by Chief Shaffer to determine who is responsible to remove them. Discussion was made regarding the status of alley and options that residents whose property border alley to have the alley closed. Borough Engineer stated that a petition would have to be filed by resident with 51% of neighboring property owners in agreement. -Ms. Vickie Shirley Ms. Shirley has concerns regarding the Avonmore Canoe Launch. Would like council to have a fence and gate put up to keep people from driving onto properties that border canoe launch. Also would like stop sign placed at end of entrance to prevent speeding in and out of park. Ms. Shirley feels like the canoe launch is not being properly used with people coming in and out of there at all times of the day and night. Would like to see property closed at dark and re-opened during daylight hours. Also would like some gravel spread on drive to keep dust down. Motion was made by Brian Palmiscno and seconded by Dominica McKay to proceed with the necessary steps to have stop sign placed at end of entrance. With there being no questions or comments the motion passed. Orange snow fence will be placed at the entrance of drive-way to make people aware that they are to stay on drive into park. Council has instructed Borough Secretary to write a letter asking members of the community association to attend our next council meeting on July 11, 2011, to discuss how we can continue to make the canoe launch a safe environment for our community. Mayor (Aileen Reid): Mayor Reid has completed her packet of block grant surveys. Borough Solicitor (David Regoli): Not in attendance Borough Engineer (Lucien Bove): CDBG County Project has been approved for the repair of 7th Street. Motion was made by Brian Palmiscno and seconded by Dominica McKay to authorize borough engineer to prepare advertisement for the 7th street project based on the status of funds. Also Engineer will add option for repair of next block based on funds received. With there being no questions or comments the motion passed. Secretaries Report (Rebecca Steele): Motion was made by Brian Palmiscno and seconded by Dominica McKay to accept the bid for Salt from American Salt Company at $66.55/ton delivered. With there being no questions or comments the motion passed. Motion made by Dominica McKay and seconded by Brian Palmiscno to authorize LoveJoy Electric to replace emergency lighting at Civic Center at a price of $282.00/material and $100.00/labor. Also to fix wires for Christmas lighting at approx. $100 + cost of labor. With there being no questions or comments the motion passed. Tree on far side of basketball court needs trimmed as per request of resident living at 609 Allegheny Avenue. Lucien Bove, Borough Engineer, will review maps to determine property line. Thank you letters will be written to Avonmore Public Library and Community Association thanking them for their dedication to keeping the memorial maintained. After speaking with Kathy Mazur, David Regoli, Borough Solicitor, has been working Correspondence: Thank you letter from Avonmore Public Library was read – letter attached. Finance: -Motion was made by Dominica McKay and seconded by Brian Palmiscno to pay the invoices for the month of June. With there being no questions or comments the motion passed. Recreation: Garbage: Buildings/Grounds: Maintenance crew list of work performed for the month of May has been received. Streets/Sewers/Lighting: Certified letters will be mailed to bank regarding properties located at 202 & 205 Cambria Avenue – due to properties violation of grass ordinance. Contact MAWC regarding a hole dug on Butler and another on Armstrong. Police/Public Safety: Police car is in shop at Skovenski Auto – after looking at vehicle it has been determined that the problem is the timing chain and Mr. Skovenski feels that it can be repaired for $1,200-$1,300. Motion was made by Dominica McKay and seconded by James Gould to have the car repaired. With there being no questions or comments the motion passed.
