Monday, August 1, 2011 The Avonmore Borough Council met this evening at 7:30 p.m. at the Avonmore Municipal Building, 619 Allegheny Avenue, Avonmore, PA 15618 with all members of council president. Aileen Reid, Borough Mayor, Lucien Bove, Borough Engineer were also present. Not present was David Regoli, Borough Solicitor. Motion was made by Dominica McKay and seconded by Brian Palmiscno to accept the minutes from the July meeting. With there being no questions or comments motion passed. Audience Participation: • Barb Sizemore- Concerns regarding damage she is receiving from baseballs being hit in the field behind her house. She would like council to have a sign placed at the field stating that the field is for players 10 years of age and younger. Council has agreed to have sign placed at field stating that the field is to be used for children 10 and under. Mayor (Aileen Reid): • Mayor has received some concerns from Jennie Townsend (Avonmore Homestead) regarding trees that border her property along the fence near the playground. Also there is a tree bordering Freda Rosko’s property that is in need of removal. Council has directed borough secretary/public works department to contact tree services and get price quotes to remove or trim any and all trees that are on borough property. • Jennie Townsend also would like council to repair curb at the top of her driveway that was damaged during snow removal. Council has agreed to have public works department purchase coal patch and repair curb. Borough Solicitor (David Regoli): Not in attendance Borough Engineer (Lucien Bove): Not in attendance • Motion was made by Brian Palmiscno and seconded by Cheryl Smith that contingent upon county approval of funding the award for the 7th Street CDBG project should go to Tresco Paving at the base bid amount of $67,325.00 Railroad Avenue-Indiana Avenue. All bids for Option A have been rejected due to limited funding. With there being no questions or comments the motion passed. • Motion was made by Cheryl Smith and seconded by Dominica McKay to authorize Lucien Bove to work with Akers National Roll to come up with a solution to fix the problems that are occurring at the pipe located behind the Avonmore Lifesavers building. With there being no questions or comments the motion passed. Secretaries Report (Rebecca Steele): * Motion was made by Brian Palmiscno and seconded by Cheryl Smith to accept the Westmoreland County Transit Authority local share assessment agreement in the amount of $620.00 for the period beginning July 1, 2011 and ending June 30, 2012. With there being no questions or comments the motion passed. * Letter was received from Kathy Mazur/Alle-Kiski Center for Aging (Civic Ctr) regarding a potential expenditure for replacement of a fire security pull bar that their monitoring system (Guardian) feels needs replacement at a cost of approx. $500.00 (see attachment of letter). Council would like police chief, James Shaffer, and fire chief, John Shaffer, to do a walk-through of the civic center building to determine possible updates and changes that the building may need. Chief Shaffer will meet with members of council and John Shaffer at the civic center building. Correspondence: Finance: * Motion was made by Cheryl Smith and seconded by James Gould to pay the invoices for the month of August. With there being no questions or comments the motion passed. * Amusement tax was collected in the amount of $141.00 Recreation: * Block party was held Friday, July 29 Garbage: Buildings/Grounds: * Maintenance crew list of work performed for the month of July has been received. Police/Public Safety: * Police car at Skovenski Auto Repair to be completed at the end of the week. * Chief Shaffer reported that the white police car that he is using until other car is repaired is in very bad shape and will inspection will run out at end of the month of August. Streets/Sewers/Lighting: * Tree that fell on Butler Avenue was removed by public works department. * Letters will be written to local residents reminding them that trees bordering on their property bordering the street or alleys need to be trimmed (Debick 8th Street, Casella, Cambria Avenue) Police Report: (See attached report) * Chief Shaffer will enforce handicap parking spots 24/7 at any location in town. * Researching a possible grant that may be available for public safety items Chief Shaffer will keep council informed.
