Monday, July 11, 2011 The Avonmore Borough Council met this evening at 7:30 p.m. at the Avonmore Municipal Building, 619 Allegheny Avenue, Avonmore, PA 15618 with all members of council president with the exception of Brian Palmiscno. Aileen Reid, Borough Mayor, Lucien Bove, Borough Engineer were also present. Not present was David Regoli, Borough Solicitor. Motion was made by Cheryl Smith and seconded by Dominica McKay to accept the minutes from the June meeting. With there being no questions or comments motion passed. Audience Participation: -Mrs. Arleen Gordish-concerns regarding Alle-Kiski food bank soliciting for donations in the Borough of Avonmore. Mayor Reid stated that she gave permission to Alle-Kiski food bank to solicit in Avonmore even though Avonmore has its own food bank because she feels that they are willing to help any resident of any town or borough if there is a need. -Eric Rupert-Community Association would like permission to fence at the playground during the Community Festival to place signage regarding the festivals theme. Council has granted permission. -Mike Sharek – Community Association/Canoe Launch Mr. Sharek is here to address any concerns council may have regarding the canoe launch. Local residents (Vicky Shirley) has issue with traffic going in and out of canoe launch and would like a fence put up with a gate and lock. Community Association would like permission from council to put up a split rail fence and will absorb all cost with the exception of some possible help from Public Works Department for labor. Motion made by Dominica McKay and seconded by Jean Ventresco to allow split rail fence to be placed at canoe launch. Mike Sharek or someone from the Community Association will contact public works department when they are ready to start the work. Mr. Sharek would like a lease written up regarding the pump station building. Borough secretary will contact David Regoli (solicitor) to have him work on a lease agreement. Community Association would also like the borough to consider leasing the property that the canoe launch is located on. This issue will be discussed at a later date. Watson Smith/Avonmore Lifesavers Avonmore Lifesavers would like permission from Council to revert back to its original status before changes were made in January 2010. Avonmore Lifesavers no longer would like to be partnered with Oklahoma and would like to only be known as Avonmore Station 600 with Life Stat Ambulance service as its back-up service. Council has advised lifesaver representatives to produce a letter stating exactly what they would like to happen before any changes will be made. Letter was brought to council (see attached). Motion was made by Arnold Foley and seconded by Cheryl Smith to allow Avonmore Lifesavers to return to its original status as station 600. With there being no questions or comments motion passed. Borough secretary will compose a letter to be given to Westmoreland County 911 asking that changes be effective immediately. Mayor (Aileen Reid): Mayor Reid will research LED street lighting may be able to save borough money on lighting. Letter was received from Ms. Lidia Todarello regarding problems she is having with her neighbor. Enclosed was also a bill from Uncapher Uncapher and Fox, Attorneys representing Ms. Todarello for professional services rendered to write a letter to Mayor Reid. Borough Secretary will contact David Regoli to handle being that the situation is a civil dispute and not something the borough will handle. Mayor would like some clarification on the boroughs ordinance regarding burning. It has been determined that a “recreational” fire burning on private property is permitted as long as they follow the boroughs rules and regulations as per ordinance. Borough Solicitor (David Regoli): Not in attendance Borough Engineer (Lucien Bove): Seventh Street Reconstruction and Drainage Repair Project 4-bids were received and opened as per attached list. Motion made by Dominica McKay and seconded by Cheryl Smith to award Tresco Paving the project based on being the lowest bidder contingent upon review of bid by Lucien Bove, Borough Engineer, and the reduction and elimination of some items on project contingent upon funding being made available by county. With there being no questions or comments to motion passed. It has been determined after review by Borough Public Works Department and Lucien Bove, Borough Engineer, that the tree that had fallen on Cherry Alley near The Debick Residence is not on borough right-away. Borough will not be responsible for removing fallen tree – property owner will have to take responsibility if they want tree removed. Lucien Bove has been in contact with Peoples Natural Gas regarding holes that have been dug in borough streets that have not been property repaired. Peoples Natural Gas has informed Mr. Bove that repair orders are being placed and they will be fixed. Lucien Bove will look into what can be done at pipe located behind the ambulance building near Akers National Roll. National Roll will look into getting some funding from their Main Branch located in Sweden to help with the cost of maintaining. Property ownership will have to be determined and also check into all utilities lines that run through or near pipe. Secretaries Report (Rebecca Steele): Correspondence: Finance: -Motion was made by Cheryl Smith and seconded by Dominica McKay to pay the invoices for the month of July. With there being no questions or comments the motion passed. Recreation: Friday, July 29 will be the Community Block Party. Starting at 6:00 pm till 9:00 pm at the Avonmore Borough Building. Garbage: Buildings/Grounds: Maintenance crew list of work performed for the month of June has been received. Streets/Sewers/Lighting: It has been requested that (2) handicap parking spots and signs be placed in from of the Lutheran Church. Council has approved. Police/Public Safety: Black police car is still in shop at Skovenski Auto. Police car needs new tires Chief Shaffer would like permission from council to purchase (4) new tires from Bell Tire. Council Approves. Also (2) tires for the public works truck will be purchased at council’s approval. Chief Shaffer has received notification from Unemployment Compensation Board of Review that after further review of the case brought forth by former Avonmore Police Department employee Randall Cooper the appeal for unemployment compensation has be denied due to failure to appear at referee’s hearing.
