Is it not strange Communists operate that openly?

On a recent visit to Chicago, driving along the Dan Ryan Expressway, I could not believe my eyes. At about [South] 95th Street, on an overpass, the following was printed in red letters as big as the space allowed:
PICK UP THE RED FLAG MAY DAY
Is it not strange that the Communists can already operate that openly in America? And is it not even stranger that the American people do not object?
