To this effect the structure of the portfolio is covering the necessary angles.

The CPSI [Centre for Public Service Innovation] have to ensure that innovation becomes an embedded way of working across the public sector, solving problems in creative ways when and where they arise and that such knowledge is freely shared across the public sector so that we do not spend unnecessary resources on re-inventing the wheel, where the wheel has already been designed. In the final instance, the PSC is there to provide honest feedback to Parliament, as required by the Constitution, on how well our policies are implemented, so that we can take the necessary corrective action within the policy and implementation domains, where and if it might be necessary.

We also see the Annual Budget Vote Speech as an opportunity to inform the populace at large what we do under this portfolio and we provide an empirical input to the policy and intellectual community that supports our work for further analysis and processing.

However during the course [of] 2008/2009 the preparatory work for decentralisation will commence to ensure a smooth transition from a centralised to a decentralised approach in this respect.

During the 07/08 financial year the PILIR processes were sustained and monitored through steering committees in 11 implementation areas, to support departments with the implementation in preparation for the decentralisation to departments in the next (09/10) financial year.

The previous six audit reports of the Department have been reviewed and all key risk areas have been categorised and prioritised.

A programme to stabilise the existing operational infrastructure including the network is underway, aimed at developing real time online capability and enhanced security.

The reality is that collectively we need to develop a set of guidelines for global accountability and transparency with respect to the multilateral institutions of governance we entrust to deal with the set of policy issues generated by globalisation and which are located at the level of the nation state but whose resolution requires co-operation among the multiplicity of nation states of which we are all a part.

The Bujumbura roundtable marked the beginning of a convergence of concerted effort towards the development of a framework and action plan for the gender-politico-governance dimensions of post conflict reconstruction and development.

The rationale for the plan is to position the CDWP within the government’s Access Strategy and service delivery thrust. The Access Strategy aims to speed up public access to government services over the next six years (2007 – 2014). The framework intends to define the terrain that the CDW cadres occupy and with whom they should collaborate. It is important that this clarification is effected so that the value of the programme within the broader or global service delivery thrust is realised.  The value-add of the CDWP will come through if a common understanding is developed amongst stakeholders about what CDWs do.

No, we are bringing government to the people by working across the
social cluster departments to roll out the campaign, at the same time
assessing the redress mechanisms within departments, followed by rolling
out to the constitutional institutions.

The challenge for member states like South Africa in this regard is to develop collaboratively with relevant stakeholders a data collating format that would indicate the scope, prevalence and incidence of violence against women.

Social mobilization is an important vehicle to ensure that social justice is entrenched through the provision of adequate and relevant resources to drive the implementation of gender equality programmes.

We locate ourselves within these debates in a holistic manner.

There is hope for a better future tomorrow embedded within a progressive legislative framework, a nationally driven plan of action, and the appropriate institutional mechanisms to drive implementation.

These discussions take place in the context of the ongoing engagement on strengthening the capacity of the state and the optimal functioning of the systems of government and state. Obtaining the optimal return from the human capital component, whether in the public sector, private sector or political sphere must surely be an ongoing topic for discussion, in both the national and international arena.

The project is implemented in three phases. These are:
(1) The technical analysis of economic potential, poverty and strategic development challenges facing a district;
(2) The translation of the technical analysis into a development vision for the district backed by setting of priorities and identification of intergovernmental/coordination arrangements to ensure the implementation of the priorities; and
(3) Institutionalising outcomes of the first two phases by including them in the district Integrated Development Plan (IDP) as overall framework for integrating plans of other spheres.

The envisaged outcome will focus on improving service delivery and customer satisfaction through improved turnaround times.

The Cluster will facilitate the process of developing a coordinated service delivery spatial plans including service points and human resource (HR) capacity and will as a first step conduct a survey of existing Geographical Information System at provincial and national government and then establish GIS for the Single Public Service.

The three core pillars of the Local Government Strategic Agenda are:
a) Mainstreaming hands-on support to Local Government to improve municipal governance, performance and accountability;

One of the key findings of this study concluded that the individual nodal economies profiles amply demonstrate that there is significant potential for catalytic economic development in these nodes.

In 2008 the intention is to upscale this work and rollout the strategy to 150 municipalities throughout the country.

The project on the implementation of the Community Development Workers (CDW) Programme will also be pursued this year. The focus of the action plan for CDW will seek to clarify the roles and responsibilities of the CDWs, develop an operational strategy and guidelines to ensure performance and accountability of CDWs, develop an outcomes-based training and capacity building programme as well as develop a monitoring and evaluation instrument to monitor the work of CDWs.

The last broad policy area of the G&A Cluster is the transversal system and has two main focus areas for 2008. These focus areas are Integrated Planning and Government-Wide Monitoring and Evaluation System (GWM&ES). The Integrated Planning focuses on the implementation and monitoring of credible Integrated Development Planning (IDP) Framework and the aim is to achieve 100% IDP adoption rate for 2008/09 and 50% of IDPs drafted in the credible IDP format.

2007

There was a 100% credible Integrated Development Plan (IDP) adoption rate for the 2006/07 financial year.

The service standards developed as part of the implementation of the Access Strategy have been completed and will be presented at the Gauteng Intersectoral Steering Committee for alignment with department-specific service standards.

Ours is a very dynamic field, characterized by ongoing changes in
response to the perpetual changes in the environment in which we are
expected to operate.  As has been the case so many times over the past
decades we are currently in an intense period where internationally the
search is on for deepened theoretical understanding in terms of our
discipline.

In its conceptualization, the SPS is seen as a critical and strategic
intervention of government to further enhance and strengthen the
capability of the system of government (across the three spheres) to be
able to successfully deliver on the State's developmental agenda.  For
enhanced service delivery and better integration of efforts, the SPS is
based on the fundamental premise that the institutions across the three
spheres of government that comprise the machinery of State have to be
strategically aligned and harmonized to complement one another so as to
more effectively fulfil the needs of SA society.

In addition to a detailed reflection on the progress made in a number of areas, the meeting solidified the collective actions that will be taken to strengthen the state of Governance and Public Administration on the African continent.

Important points to note

  1. Alignment of the MDIs with your government's programme of Action, MDIs require knowledge and thorough understanding of the agenda of government.
  2. Underlying assumptions about efficient, effective and accountable delivery of services can actually wreck some of the best intended initiatives.
  3. Identification of what constitutes the key positive feedback loops between MDIs, Public Service Training Institutes and the Public Service to be effective agents for service delivery.
  4. Understanding the cause and effect relationships of problems and their solutions.

To drive change MDIs should facilitate consensus building on key points of leverage for transformation of the public service. More than simply passing on knowledge and skills MDIs need to facilitate a common vision on development goals and strategies to achieve them. To have common vision, there are specific values and attitudes, mindsets to align to those goals.
Management Development Institutes carry the statutory mandate to contribute to the enhancement of the capacity of the state by delivering through human and institutional development.

HR Connect is a project aimed at rolling out a skills database in the public service. Experience and qualifications of employees have been profiled. The system is now web-enabled. Further customisation is ongoing. The circular issued by the Department of Public Service and Administration (dpsa) has led departments to consult with the dpsa when conducting skills audits and developing human resource information systems.

Work on definitions of the Compendium of Indicators has started.

Although it is important to scrutinise the detailed project progress on a regular basis as facilitated by this review, it is equally important to take a step back at intervals to consider whether the work of the [cabinet’s governance] Cluster is making a positive difference.

Anti-corruption efforts at local level are focused on implementing an anti-corruption strategy.

The capacity building initiatives are supported by organisational initiatives (human resource management interventions) and governance initiatives, including monitoring and evaluation.

The transversal systems of government must also be integrated, especially planning and monitoring and evaluation. Ambitious programmes are underway in these areas, in order to harmonise the planning of the national, provincial and local spheres, and in order to establish an integrated framework for monitoring and evaluation. Both of these programmes have not yet been fully implemented, and once the initial implementation is in place, the systems will continue operating with modifications where required.

A managerial competency framework and occupational competency profiles have been developed for senior managers in municipalities and incorporated into the Municipal Regulations.

The component model is suitable for an institution, with a unique identity that has specific measurable functions that can be logically grouped in terms of a particular service delivery model. Such a component may have original statutory functions or assigned or delegated statutory functions or a combination of these.

The broader development project that I have referred to has many dimensions and we need to look strategically at them all and ascertain where we can fit as a programme and how we can interface with them in a manner that will ensure that we make a positive contribution to embedding sustainable development.

Institutional integration focuses on the harmonisation and better alignment of the institutional enablers that will contribute toward enhanced service delivery.

We were amongst the early contingent that critiqued New Public Management (NPM), cautioning about the potential negative implications of taking an approach of a minimalist state in a developing country setting and also tendencies within the NPM tradition that ignored the necessary nuance that contextual understanding brings to any discussion regarding good and transferable practice.

Governments can create a national integrity system infrastructure with laws systems and structures but ultimately leadership must voluntarily submit to a higher code of probity, which goes beyond strictly legal prescriptions.

The overarching goal of a single system of public administration and management that covers the three spheres of government is to give effect to developmental goals by establishing seamless, integrated service delivery through integration of service delivery institutions of government. It intends facilitating this goal by ensuring that the single public service is and functions as one by determining national norms and standards through appropriate legislative and regulatory environment.

These include a broad and substantive equality right which includes protection against unfair discrimination on sex, gender, age, pregnancy, marital status and sexual orientation; a right to security and freedom of the person which specifically incorporates the right to be free from all forms of violence from either public or private sources and the right to bodily and psychological integrity including the right to make decisions concerning reproduction and to security in and control over their bodies.

We should unpack these for their possible negative influence on women's continued emancipation, and where suitable and required, we could develop particularistic women's models.

One focuses on the corrupted, the other seeks to focus on the corrupter, but both ignore the complexity and nuance surrounding the structural relationships which are embedded in the political economic interface.

We could therefore safely assume that the problems we are experiencing with regard to the programmes as they are publicly formulated and supported is not necessarily on the so-called "policy level".

However, what we need to improve on is our alignment of processes our efforts do not necessarily carry through in other processes that take place between and within key players. In other words, we are doing the right things, but the impact thereof are limited, since the loops into certain processes are not adequately closed and connections not made in a proactive manner.
