Bob Kull served the New Jersey Office of State Planning since its creation in 1986 until January 2002. As the Assistant Director for Planning and Policy Analysis he was responsible for the geographic information system, policy analysis research, the Brownfields Redevelopment Program, impact models, infrastructure needs assessment, and data management activities of the Office. Bob also developed and maintained webmaster responsibilities for the Office web sites at www.njstateplan.com and www.njbrownfields.com (alternative URL: www.nj.gov/osp) and published two widely distributed multimedia CDs on the State Plan. Beginning October 2001, he added responsibilities for environmental policy coordination and urban community outreach as the acting manager of the Comprehensive Planning unit.

Prior to his appointment to Assistant Director in 1990, Bob was the Environmental Coordinator and Northwest Area Planning Manager, as well as one of the first licensed Professional Planners assigned to the Commission pursuant to the State Planning Act. Bob came to the Office after eight years with the Mercer County Planning Division, where he managed the county's "208" Water Quality Management Program and preparation of the county's 1986 Growth Management Plan. He also worked for two years with the Department of Environmental Protection in its then-fledgling coastal zone management and water quality planning programs.

Bob is an active member of the Environmental Planning, Intergovernmental Affairs and Information Technology Divisions and the New Jersey Chapter of the American Planning Association, as well as a Past President of the New Jersey Section of the American Water Resources Association. He has been a part time faculty member teaching graduate school classes of the Department of Urban Planning and Policy Development at the Edward J. Bloustein School of Rutgers University. He was awarded a Bachelor of Arts in Environmental Science and Policy from the University of Pennsylvania and a Master of City and Regional Planning from Rutgers University.
