Payne was asked to collect Wyoming chief judge William F Downes signatures from PACER documents.

Others are collecting Downes signatures.

Here is the signatures that match perfectly to one another.

Documents that are replicated are:

Signature #122 is replicated with Signature #71.
PLUS
Signature #74 and #75 match up to the light.

Question: How many fraudulent signatures are floating out there in the Justice System? It we found these where is the original signature?

We're on our way to Santa Fe but we did look. 74 and 75 may be the same documents but there are different filed stamps. But 71 and 122 may be be identical signatures on different filings. Look at the line break in 69.

Downes does not have jurisdiction. Replevin, defamation [libel], and harassment are not federal questions.
