Please find attached, my most recent paper that I have filed with the United States Court of Appeals for the Seventh Circuit. Although, it's not any solution or answer that I can offer to many problems that our Nation is facing and why you came to my town, Chicago, yesterday (was sent earlier, this is a second one).
My hope is that it can give us, including me, some tips or at least a clue to understand one of our bigger problems: the infectious contamination, it is everywhere!
While I'm looking forward to having the honor of hearing the head of Department of Justice's answer to my problem(s), which I have been asking for many years, to everybody, but have no response from anyone!
(And please send my congratulation to President Obama regarding his winning the Nobel Peace Prize but I do HOPE that there will be a response to my concern.)

NOW COMES, the PLAINTIFF, Hoi Huynh, pro se, pursuant to the “JUDGEMENT” [docket no. 9] which was signed by the Honorable Mathew F. Kennelly on Friday, June 12, 2009, entered by the Clerk on Monday, June 15, 2009 [docket no. 8] (attached as Exhibit A1-4 / and others continued to A18 ); of which the Court has blatantly committed frauds, extortion, obstruction of justice, racketeering, treason, etc.; and moves this Court for the above entitled Combined Motion.
As daringly said, the Court’s documents simply show as Exhibit A1- A4 And Movant states as follows:
I. THE [so-called] “JUDGEMENT”
The “JUDGEMENT IN A CIVIL CASE” [docket no.9] is NOT a judgement. It is a termination, this Court has boldly and shamelessly committed frauds: “Civil case terminated.” [docket sheet]. (Exhibit A1, A2, A3, and A4 with color- coded).
II. THE STATEMENT (Dock No. 8):
A/ The first paragraph of STATEMENT (Minute / Order / Judgement ?):
The Court stated:
“Hoi Huynh has filed a pro se complaint against the Chicago Board of Education and several current and former Board officials and employees, and the City of Chicago. In the lawsuit, she challenges alleged actions preceding and surrounding her termination as a Chicago public school teacher in 2003 (which she says she learned of in 2004).”
The truth is:
There can be no question about the illegal, unethical, and immoral practices that the Board of Education of the City of Chicago and former C.E.O. of Chicago Public School, Arne Duncan (or could be any other puppet of the Conspirators), which has been designed by the politically patronage system. In the lawsuit, the “actions preceding and surrounding her termination as a Chicago public school teacher in 2003” was mentioned as the background. (The only remained question that WE, as Americans, have to ask ourselves is: How can we survive as a civilized society with this kind of cheating leaders and corrupt and unaccountable government?!)
In “INTRODUCTION”, Complaint 12, Page 3, Plaintiff stated: “Th[e] complaint is focused on the conduct of the Defendants after their illegal documents have been discovered, in Spring of the year 2004 [March 29,2004, to be more specific], from their own exhibits [beginning from Attorney General Lisa Madigan’s Office!], of which were organized, shared, and used among them to accomplish the covering up of their illegal (and unethical) practice.” Just exactly like this so-called “Judgement” is another piece of evidence of political corruption that Plaintiff has unfortunately learned after filing the complaint, 09-cv-2007. It is another separate lawsuit. Furthermore, the employment (termination) issue has been affirmed in Complaint 38, Plaintiff stated that, “having this awful experience from the ‘Board’, Plaintiff wishes never has to work for any board of ‘Education’ any more, ” she knew that termination, also illegal and unethical, on the same day that the Board and its C.E.O Arne Duncan committed that crime, October 22, 2003.
B. The second paragraph of STATEMENT (Minute / Order / Judgement ?):
The Court stated: “Ms. Huynh has filed a motion to proceed in forma pauperis, that is, without paying the usual filing fee. For that reason, the Court reviews her complaint to determine if it is frivolous or fails to state a claim upon which relief may be granted. 28 U.S.C. § 1915 (e)(2)(B)(i)(ii).”
The response is:
Ms. Huynh wants the Court to know that there has been a tremendous internal struggle to give up her job (it has never been easy, attached A7-18) but not the principle of integrity and responsibility - as one of the purposes of Mathematics at high school level. The truth is on April 01, 2009, Plaintiff painfully filed her complaint against the Chicago Board of Education, the City of Chicago, Arne Duncan, Thomas Mills, Estela Beltran, James Sullivan, and Irene M. DaMota about their criminal and unethical conduct. She did pay the $350 filing fee to put the defendants’ criminal documents into the public records as her part of being a responsible citizen and to exercise her “duty of a witness” (86 pages).
Plaintiff wanted to show her respect to the Court. The lawsuit should be handled properly, appropriately, and professionally, as mentioned (docket no. 5)–she is not (and does not want to be) an attorney, and nor English is her primary language. Therefore, Plaintiff filed her Motion for appointment of counsel and a motion to proceed in forma pauperis has to be filed together with as required.
Plaintiff has also wanted to trust and to believe the guardian and trustees of the law shall exercise their mandatory responsibility to perform their judicial duties, to serve justice for All Americans, so she can live her normal life as the Constitution stated.
Excruciatingly, Ms. Huynh –who loves peace no less, if not more, than anyone else- now again in another battle and has to fight with these People, those have the ultimate honor of representing the courts. Instead, they politically corrupt and war against the U.S. Constitution, of which they have solemnly promised to support, protect, and defend when becoming a lawyer, a judge, as Plaintiff has had, upon becoming U.S. citizen, in 1986. On June 12, 2009, the Honorable Mathew F. Kennelly fraudulently signed the “JUDGMENT” and terminated the Case “[f]or th[e] reason” to cover up for Defendants’ wrong and criminal doings.
Although, Plaintiff has learned that we are all limited in certain ways and we are all the product of our society, the surrounding and circumstance we are in, particularly in courts, all judges are “experienced”, well-organized, well connected, and they were lawyers. But this experience is so overwhelming and absolutely beyond her imagination. This is not just legal bullying and blatant fraud; it is also both a “legal and judicial Katrina”!
Judge Mathew F. Kennelly has not only betrayed his oath and brought public disgrace to himself, to his colleagues, to the entire judiciary; the Honorable Kennelly has also committed serious crimes in court and made the U.S. District Court for the Northern District of Illinois, Eastern Division a criminal enterprise (but the tragedy is that every member of this Court has closed their blind eyes abetting the criminal conduct while the plaintiff has tried so hard to be a responsible citizen by bringing the law-violators into the eyes of the public with her own time and money- which she does not have!)
WHEREFORE, HOI HUYNH, prays that this Court will:
1. treat Pro se Plaintiff Hoi Huynh with courtesy, dignity, and respect that is guaranteed by our Constitution and that every human being is entitled to,
2. vacate the purported order dated June12, 2009, entered June 15, 2009,
3. correct all deceiving “mistakes” made in case no. 09-CV-2007 from the
Docket, by the Clerk’s Office,
4. grant the plaintiff’s Motion for appointment of counsel and thirty extra days to serve the summon to Defendants ,
5. or assign this cause to a new judge, and hold an evidentiary hearing as required by law,
6. and ultimately, apply the law to take any others and all proper and appropriate legal actions that the Court knows, must, and should know, to protect the law, the Constitution, and our legal and judicial systems.

No. 09-2007Dear Mr. Dobbins:
I am the plaintiff of the above entitle case, which I filed with your office and paid a $350 filing fee on April 1, 2009, with a motion for appointment of counsel.
Subsequently, by your office, I was introduced to the Legal Assistant and met with Attorney Catherine - who insisted that I did not need to know her last name. When I later asked for her last name again, Attorney Catherine responded: “I don’t want to tell you.”. However, Ms. Catherine repeatedly warned me that if I plan to serve the Summons by certified mail then my case will be dismissed and one of your staff, Mr. Roberto – who did not want to tell me his last name either- also conformed that I cannot serve the defendants by certified mail. This is contrary to information with your other staff from the Help Desk and from what I know (99% certainty).
While everyone is talking about Education and I am a certified high school math teacher, I have not been in the classroom since Friday, February 1, 2002. Instead, I have been in courts, many different courts, and want to do the right things appropriately; but confused and worried. (Again, everyone is talking about Education and this Case really is about.)
Thus, I am writing to respectfully request the Clerk of U.S. District Court to verify the court’s rule concerning whether serving summons to defendants by certified mail is proper or not. While I am waiting for a ruling on my motion for appointment of counsel.
I am looking forward to hearing from your correct verification as soon as possible.

Enclosed is a copy of my petition for leave to appeal which I had sent to the Supreme Court of Illinois and the Office of the Clerk has stated false reasons and refused to file with its office, in sharing with you what and how political corruption have blatantly happened through another court case which I have been involved in (No. 02 D 056555/ IV-D- Program No. C 01425 402 / Ill. Appl. 07-3514).
Sadly, this is both an enormous problem of the conspiracy among government agents- Illinois Health Care Family Services (HFS), Cook County State’s Attorney, Chicago Board of Education and a serious fraud in Illinois’ courts- Circuit Court of Cook County, Appellate Court of Illinois, First District, and the Supreme Court of Illinois-.
Therefore, I duly request that the United States Attorney for the Northern District of Illinois to take any and all appropriate actions regarding these evidence. And please do not ignore or neglect my request any more, I have been waiting to hear from you for years.
If you need any more information or have any questions, I shall be very happy to provide to you and your office many more pieces of evidence of the undeniably political corruption that is on-going, deliberate, and available from me (some of information from my civil case Huynh v. Board of Education of the City of Chicago, Arne Duncan, et al., No. 09-2007 in the Northern District of Illinois Court). 1/2

The media exerts power for the reason it can determine who win and looses.
Hoi Huynh and Payne discuss msm/corp/gov media.

One more political corruption in Illinois to share:
The Attachment was filed on April 1, 2009. No. 09-cv-2007. Assigned Judge Matthew F. Kennelly.$350 court fee was paid on the same day of filing, April Fool, with Motion for Appointment of Counsel, and Application for leave to proceed in forma pauperis- prerequisite for appointment of counsel [docket no. 5]-
Many wrong things have happened from and by the Court. On Tuesday, June 16, 2009, the plaintiff received a copy of another evidence of political corruption in Chicago, C[r]ook County, Ill(inois) Government (dated: 6/12/2009):
"JUDGMENT" which stated:
" The [corrupt] Court grants plaintiff's motion for leave to proceed in forma pauperis. .... All other pending motions are terminated as moot [ docket no. 5 & 7]. Civil case terminated."
