CCABL CONSTITUTION

I. LEAGUE

A.     A commissioner and assistant will run the league.

B.     The league will consist of 24 teams.

C.     The league will be divided into two conferences; the conferences will be divided into three divisions. The divisions will consist of four teams.

D.     All games will be played using BBW with full AIM usage.

E.      There will be an annual rookie draft the 3rd Saturday in March.

F.      The season will begin the first weekend in April.

G.     Trading is allowed year round. Both managers must report the trade to the commissioner for it to be official.

H.     Trading of following seasons draft picks is allowed year round.

I.        Any grievances should be brought to the commissioner for discussion.

J.       All rule changes must be submitted by March 1st.A simple majority will pass the proposal, all new rules will go into effect for the following year.

K.    The commissioner will have final say in all matters not included within the Constitution.

 

II. ROSTERS

A.     All teams will consist of 40 players. All players will be continuously owned until cut by current team.

B.     During the season active rosters will be 26 players. Farm teams will consist of 14 players.

C.     Each manager will be expected to have adequate coverage at each position.

D.     All teams will need to carry 1100 PR at each position.

E.      All teams will need to carry 7000 MBF including enough starts to get through the season. It is recommended to carry 6500 MBF for starters and 1500MBF for relievers.

F.      Fines will be imposed for gross overuse and misuse of players.

G.     Any team getting to 0% PR at one position or 0% MBF for all starting pitchers before season’s end will lose their 5th round draft pick. For each additional violation they will lose the next earliest pick.

H.     At end of season till beginning of next season rosters may exceed 40 due to trades.

I.        The file master is the only one that will make adjustments to rosters.

 

III. COMMISSIONER

A.     The commissioner will be expected to run the league fairly and make decisions that will be for the best interest of the league.

B.     The current commissioner will appoint an assistant.

C.     The commissioner will have final say in all grievances.

D.     The commissioner will be responsible for running the annual rookie draft.

E.      The commissioner will be responsible for sending out a new season file for start of season. Also for sending out weekly game and results files in a timely manner.

F.      The commissioner will be appointed in four-year terms. Terms will be unlimited.

G.     If for any reason the commissioner acts in a manner that will cause harm to the league he may be removed by a vote of the managers.

 

IV. PLAYERS

A.     All players will be continuously owned if appearing or not appearing on the current seasons disk.

B.     All players can only appear at positions they receive a grade at. In rare instances due to injury a player may play out of position.

C.     Player usage will come under complete control of AIM.

D.     Pitchers cannot start and relieve in the same series.

E.      Starters are allowed to relieve but relievers are not allowed to start.

 

 

V. SERIES

A.     All games will be played using BBW with full AIM usage.

B.     The commissioner will reschedule rainouts.

C.     The DH will be used at all times.

D.     The DH cannot be put into the game for defense. This would nullify the DH.

E.      Pitchers are allowed to pinch run but are never allowed to hit.

F.      All managers will be required to make roster adjustments if needed between series.

G.     A micro manager will run all road teams, unless playing face to face.

H.     Monday mornings the file master will send out a result file. Rosters will be adjusted and returned by Tuesday evening. (10PM ET) A game file will be sent out by Wednesday evening. Managers will have until 10PM ET Sunday evening to return results.

 

VII. DRAFT

A.     The draft will be held annually the 3rd Saturday in March. It will consist of 7 rounds.

B.     All non-roster players appearing on the current season’s disk are eligible to be drafted.

C.     All managers are responsible for maintaining a draft list of eligible players. The league will not provide one.

D.     The draft order will be reverse order of regular season finish, excluding playoff teams.

E.      Playoff teams will be added as knocked out of playoffs. World Series winner will pick last.

F.      Rosters must be cut to 40 players one week after the draft and sent to the commissioner.

 

VIII. MANAGERS

A.     All managers will be expected to act in a professional and timely manner in all aspects of the league.

B.     Managers will be expected to report trades in a timely manner.

C.     Managers will be expected to be available draft day or have a list sent in to commissioner.

D.     Managers will be responsible for roster management between series.

E.      Managers will be expected to uphold the highest integrity when dealing with other managers.

 

 

IX.              PLAYOFFS

A.     The three division winners and two Wild cards will make the playoffs from each League.

B.     The two Wild cards will play a best of three with the winner advancing to the Divisional series.

C.     The Divisional winner with best record will play the Wild card winner while the other two divisional winners play. They will play a best of 5 series with the winners advancing to the League championship series.

D.     The two Divisional series winners will play best of 7 League Championship series. The winners will advance to the World Series.

E.      The two League Championship winners will play best of 7 World Series. The winner being crowned CCABL Champion.
