The ORR LTS Data Retention System

Public Access - A Simple Tutorial

 

The ORR LTS Data Retention System makes use of the Counties' computerized systems of the Register of Deeds, the Property Assessor, the City's GIS system and the Tennessee State Parcel Mapping system. These systems especially those of the county are the mainstay of the long-term retention of property rights and tax roles and are thus assured a perpetual existence as long as society lasts. When complete, the City GIS system will have contamination warnings and these will be accessible to the city's land use control personnel. In the absence of the extended computer system the basic information is still stored in the document recording system.

 

The DOE is required by CERCLA and RCRA to file, with the County Register of Deeds, a Notice of Contamination when any contaminated site is transferred to new ownership and has committed to also doing so for contaminated sites when remediation is complete. The plat map, or the information necessary for, contained therein is placed in the Property Assessors s GIS system as a "parcel" and then on to the City (quarterly) and the State (annually). The Register of Deeds system and the City's system are accessible on-line by the public.

A brief description of the publicly accessible portions of the system and instructions for their use follows, though simple experimentation is recommended to become familiar with all the options provided. The links to the systems are just that; the links in the instructions are to local saved pages serving as examples:

 

Anderson County Register of Deeds System

 

1)     On the home page of the system, select "Document Search" from the left-hand index.

1)     On the Search Options screen, Select a "Search Mode" from the list.

2)     Supply the necessary access terms for the mode selected

3)     A "Hit List" screen will appear displaying a one line entry for each document found. Choose a probable entry and click the red dot on the left, a Detail Information screen will appear OR click on VIEW on the right.

4)     After inspecting the Detailed Information click on ViewImage or NewSearch buttons.

5)     Allow sufficient time for the Document (Notice) Image to download and display'

6)     The TIF image is displayed and manipulated by your *.TIF processor and you may do whatever your processor allows including SaveAs, zoom, etc.

7)     The BACK button may be used to return to the prior screen.

 

Roane County Register of Deeds System is not readily accessible at this time, nor populated. It is a fee-based system.

 

1)     A seven day free demo account is available. Just sign up with account name and password.

2)     Login with account name and pass word.

3)     Select state and county.

4)     Proceed similar to the Anderson county step 2

 

The City of Oak Ridge GIS System  This system currently does not contain LTS parcels; typical parcels are shown.

 

1)     On the home page lower left, select search mode name or address

2)     Supply appropriate access terms (street ##).

3)     If name search, select correct property (GIS #) from list at the bottom of the page

4)     A parcel map and information should display, you may add layers from list at the left.

5)     You may zoom, Print, SavePictureAs (map only), etc.

 

The system has not been adopted by DOE/ORO as yet and there are only 7 notices in the system and the access terms are not optimal for computer searching. These parcels are in Anderson County and are found at:
