(1) All incoming wastes are mixed wastes (primarily from Paducah, Portsmouth and other ORO plants) to be processed in TSCA and the residues are returned to the sender. Taking these returns into account, all waste is shipped out of Tennessee.
Radioactive wastes are shipped in very rugged, safe containers and are generally safer than other hazardous wastes such as gasoline which contains about 15 % benzene, toluene and xylene which are carcinogens. To prohibit waste imports for processing and return may jeopardize the shipments of Oak Ridge wastes to other disposal sites. To prohibit all waste shipments will be to commit Tennessee to storing more wastes, the TRU wastes under poor circumstances.
