Baseline Summary. Includes a project description, milestones, performance
measures, validation parameters, budget, costs, risk assessment, and other
factors.
Privatization
= purchase of an end product or a service such as treated waste, waste
disposal, services such as power, or decontaminated/decommissioned facility.
The contractor is selected via an open fixed price competition, which must
cost significantly less than traditional contracts (i.e. M&O). The
contractor is responsible for completing and finishing the work to deliver
the product/service. The contractor is not paid unless the product or service
is delivered to DOE in accordance with contract requirements.
