Acronyms, Abbreviations and Definitions

A/R = Actual Received
D&D = Decommissioning and Decontamination.
DOE = Department of Energy
DP = Defense Programs
EM = Environmental Management
ER = Environmental Restoration
FUSRAP = Formerly Utilized Sites Remedial Action Program - now administered by the US Army Corps of Engineers. FUSRAP is usually taken out of any history in order to establish a more accurate baseline.
FY = Fiscal Year
HQ = DOE Headquarters in Washington, D.C.
HQ-Al = Headquarters Allocation
HQ-G = Headquarters Guidence
National Programs = Technology Development only. ORO gives input, but DOE HQ assigns the funds.
NMFS = Nuclear Material Facility Stabilization - This is a DOE Headquarters administered program which handles facility exchanges between Defense and EM.
OMB = Office of Management and Budget
ORO = Oak Ridge Operations
ORO EM Administrative = Federal Staff expenses (salary, travel, etc.) for Oak Ridge EM only. Also known as Program Direction
PBS = Project Baseline Summary. Includes a project description, milestones, performance measures, validation parameters, budget, costs, risk assessment, and other factors.
Privatization = purchase of an end product or a service such as treated waste, waste disposal, services such as power, or decontaminated/decommissioned facility. The contractor is selected via an open fixed price competition, which must cost significantly less than traditional contracts (i.e. M&O). The contractor is responsible for completing and finishing the work to deliver the product/service. The contractor is not paid unless the product or service is delivered to DOE in accordance with contract requirements.
Uranium/Thorium = Payment to uranium mine workers in the West
WM = Waste Management
WSSRAP = Weldon Springs in Missouri (Weldon Springs Site Remedial Action Program)
