The Oak Ridge Reservation End Use Working Group

The End Use Working Group is a Stakeholders Group formed by the Site Specific Advisory Board at the request of the Oak Ridge Operations Office of the Department of Energy for preparing recommendations from the public on the desirable uses of the contaminated lands held by DOE. The group is open to the public and has about 30 regular members and an audience of about another 20 active participants. An open Steering Committee facilitates agenda preparation and the assembly of information for the regular meeting. The group has a facilitator, Doug Sarno, and executive staff in the person of Karen Bowdle(241-4690). DOE and their contractors supply resource personnel and technical information. The purpose of the group is NOT to replace the CERCLA review process but to present to DOE and the regulators public opinion which will facilitate and accelerate the normal CERCLA process including public reviews which must take place. The group and its committees meet several times a month. The public is invited to attend any or all meetings as members or participating observers.
The output of the group will be a report comprising: 1) A set of prioritized community goals, 2) A set of end use recommendations on the contaminated lands in the five watersheds, 3) An explanatory commentary on 1) and 2), as well as supporting appendices. These Internet pages will contain items 1) and 2) as soon as they are suitably advanced and by their very nature will be subject to change as the work progresses.
For the purpose of developing CERCLA Records of Decision, the ORR contaminated lands are divided into five Watersheds which approximate five physical watersheds. This allows land having similar characteristics and contributing contaminants to the same surface stream to be considered as an entity. It also provides for reasonable sized units for project management. This is not the only possible aggregation of the 682 operable units but is proving to be a natural and convenient one.
