The counter productive effects of conservative bias on the EPA remediation model when resources are limited are briefly discussed including its impact on the selection of data values. Reduced funding, such as the $ 150 million currently dicussed DOE ORO shortfall, are certain to result in wasted past and future expenditures as biased data force unnecessary low risk cleanup.

Public participation on the DOE Oak Ridge Reservation has evolved slowly over many years to a very cooperative state resulting in early, effective public input. Unfortunately, the progress of public participation withe the EPA and Tennessee Department of Environment and Conservation has not been as rapid although recent events promise progress.
