Since 1990, Claire B. Rubin & Associates, a small firm located in the Washington, D.C. area, has specialized in research and consulting in the fields of emergency management and homeland security. It has served clients in both the public and private sectors.

The President of the firm is Claire B. Rubin, a social scientist with more than 30 years of experience in emergency management and, more recently, homeland security. Her experience ranges from independent researcher, consultant, and educator. Since 1998, she has been affiliated with the The George Washington University, Institute for Crisis, Disaster, and Risk Management; currently she is a Visiting Research Scholar. She has written about 70 publications and presented numerous talks and lectures on emergency management and homeland security topics.

Additionally, Ms. Rubin is the Co-Founder and an Editor of The Journal of Homeland Security and Emergency Management an electronic journal now in its sixth year. Recently, Ms Rubin received the Dr. Wayne Blanchard Award for her "Contribution to Academic Excellence in the Field of Emergency Management Higher Education." (June 2009)
