Claire B. Rubin, President, is a social scientist with 30 years of experience in the fields of emergency management and homeland security. Her experience ranges from independent researcher, consultant, and educator. Since 1998, she has been affiliated with the The George Washington University, Institute for Crisis, Disaster, and Risk Management; currently she is a Visiting Research Scholar. She has written about 70 publications and presented numerous talks and lectures on emergency management and homeland security topics.

For the past few years, Ms Rubin and her colleagues have focused on producing a variety of educational products and services in the fields of homeland security and emergency management. Ongoing projects the Time Line Series and a new website providing citations and resources dealing the community recovery from major disasters. See Disaster Recovery Resources.

Additionally, Ms. Rubin is the Co-Founder and Managing Editor of The Journal of Homeland Security and Emergency Management, an electronic journal which is now in its fifth year.
