Ms Rubin has given several one-time lectures regarding the U.S. emergency managementy system to groups of international public officials who are touring the U.S. under the auspices of the State Dept. Most recently, she spoke at American University to a group of visitors from Sri Lanka.

She also has participated in the presentation of a short course on U.S. emergency management and disaster history for local officials from China, under the auspices of Georgetown University. This program was offered in the summer of 2007 and 2008.
