BACKGROUND Parents and friends started HARC in 1961. Their first goal achieved was improvements in special education. They next set up a day care center and soon opened a Thrift Shop. In 1977 HARC hired its first paid staff and opened its first group home in 1979. HARC steadily expanded from that point.

HARC is a private, non-profit organization and all donations are tax deductible. Support also includes United Way of Charles County, State and County Government, client fees, and contributions from groups like the Knights of Columbus. The agency's financial report is available upon request.
