Have you noticed that the picnic tables
have been removed in the common area near the Ceramics Club
House?. Over the last few months a group of young adults and
teenagers have been engaged in consumption of alcoholic
beverages. It seems
like the same bunch will group together
on the weekends or a day or two during the week, sometimes out as late
as 1 AM. They will arrive
driving through the park with their car stereo loud and park
with the car door open to broadcast the sound to everyone. On
more than one occasion, I have
measured sound levels with a sound level meter as loud as 90 decibels!

Trash filled with
beer bottles
Some of these young people will drink as many as two 40 ounce
bottles of Mickey brand malt liquor. The next morning bottles
will be laying on the ground, stuffed in bushes and in the trash
can. I have seen some of these people urinating in the
bushes, against the fence or on the ground where some of our young
children play. I have seen children removing bottles off the
table the next day with disgust. This problem has also now
extended into the common area near the pool. The trash can is
full of bottles of empty liquor bottles and vomit splatters
on the ground around the tables (8-26-06).

When I moved into this park, I was given a 15 page document of the
Rules
and Regulations of the park. I had to sign a statement that I
understood that I could be evicted from the park for breaking any of
the rules.
Section 7.
RECREATIONAL
AND OTHER FACILITIES:
Subsection C.
"No alcoholic
beverages may be consumed, distributed or shared by any
individual or group in any area of the park which
is open to all
residents and guests. No glassware or breakable
containers are allowed in the outside recreation areas."
I presume this would also include smoking of
Cannabis or any other illegal drug use or distribution of other illegal
substances.
Action Taken
So far, the police have been called four times and the Park Manager has
been called by me at least twice. Others have called the Police
and the Park Manager to end the disturbance with various degrees of
success. Just how well are
these complaints documented? If eviction becomes necessary,
documentation becomes very important. Names and dates need to be
collected. On one occasion the Hayward Police just told them to
stop
without checking ages or recording names. One call took less than
a
minute with the offenders pulling out their bottles and continuing to
drink after the police leave. What a wasted effort from HPD!
Ideas
for a Solution
Removing the tables may discourage these
people, but just moves the problem into the parking area. Sure
the tables were in bad shape ( some did vomit on them from
over-drinking), but what about the residents that don't abuse their
fellow
neighbors. Is it really fair to them?
I talked to the Desk Sergent at Hayward Police and asked what can be
done. He told us community and management involvement is
important. Our area beat officers can be alerted of the
problem. The park can be included in their regular patrols. The
officers listed on the front page of this website are our area beat
officers and can be notified. I am sending a link to this page
to them.
The community will continue to watch and work together to make this a
peaceful park for all of us. Let's
not let a few overtake our park.
