The Department of Elder Affairs is an administrative agency responsible for the planning and implementation of service programs for the elderly. It manages state and federally-funded programs which provide home care services, housing, meals, employment, and social, supportive, and protective services primarily through the state's Home Care Corporations and Area Agencies on Aging.
The department is responsible for the fostering and establishment of Councils on Aging as well as the provision of technical supervision and assistance to community service agencies and the examination and review of other state agency programs related to the elderly.
The department is comprised of four functional areas: the Office of the Secretary, Program Management , Policy and Planning, and Finance and Administration.
Its latest program is the Massachusetts Money Management Program (run with the assistance of two nonprofit groups, Massachusetts Home Care and American Association of Retired Persons, which supplies volunteer money managers) which helps elders manage their finances and trains them to avoid financial exploitation by others.
