The gesture towards another tonality made by a secondary dominant is too fleeting to undermine the established key, but more extensive tonicization, involving several chords which function in the new key, causes the ear to be attracted the the new tonal center. This is particularly so, if the new key is confirmed by a cadence.--Paul Harder
