South Westmintser Organized for Responsible Development (SWORD) was originally formed in response to a Westminster city council plan to give $5,000,000 to Wal-Mart for the purpose of building a super store in a residential neighborhood.
Members of SWORD successfully petitioned a referendum onto the Westminster ballot - the first successful petition drive in decades. Although SWORD's efforts would ultimately be rebuked by voters by a narrow margin, the group continues to be an active citizens' group in the Westminster area. SWORD has been responsible for such changes as podcasts of city council meetings being made available.
