Visitor Plan Evaluation Criteria

Suggested below are a number of questions for use in evaluating the proposed Boulder Open Space and Mountain Park Visitor Plan. Similar questions could guide the development of visitor plans in other areas.

Visitor Enhancements

Is the Visitor Plan more than just a revised set of regulations designed to keep visitors "in line?" Does it include a substantial package of measures designed to enhance the full range of visitor experiences? And, does it focus on affordable initiatives which will not quickly overrun the budget?

Crowding Alleviation Plan

Does the Visitor Plan identify areas in which crowding either is or is likely to become a significant problem? Is particular attention being paid to areas (such as the south end of the Mesa Trail) where visitors are currently been turned away in large numbers? Does the plan outline policies for alleviating this crowding either by expanding the ability of crowded areas to handle more visitors or by diverting users to other similarly attractive but less visited areas?

Impact Mitigation Plan

Does the Visitor Plan identify areas where visitors are suspected of having significant adverse environmental impacts? Is it able to distinguish between genuine threats to critical habitat and normal "wear and tear" which is offset by corresponding visitor benefits. Are impact mitigation programs designed to maximize environmental protection while simultaneously minimizing adverse impacts on visitor experiences?

Secondary Trail Policy

Does the Visitor Plan address the equitable access issues associated with the large number of secondary trails which are excluded from the current OSMP Trail Map? Are these trails effectively restricted to open space neighbors and other "insiders?" Have strategies for providing more equitable access been included in the Visitor Plan?
