Noise-Off is a national Citizens' Coalition Against Noise Pollution: www.noiseoff.com

Most of the resources below are in Thurston County, since that's where CORVN started. Please email us if you know of other resources we should list here. Many of these resources are available at no cost to citizens seeking to restore peace to their neighborhoods:

  • Sheriff's Deputies (911 or 740-2740) can investigate and cite trespass and other illegal actions by ORV riders. They should be informed of every violation, whether or not they choose to enforce the ordinances.
  • Thurston County Health Department (786-5581 ext. 17524) can investigate and cite excessive noise, if the offenders are caught in the act. Darryl Cochran may be able to lend out a decibel meter to record noise levels.
  • Jerry Lilly at JGL Acoustics can provide expert scientific analysis of the noise in your neighborhood. He can serve as a neutral expert to consult with government agencies trying to write appropriate noise legislation. jerry@jglacoustics.com, 425-649-9344. Here is the noise analysis Mr. Lilly wrote for the Thurston County Commissioners' March 2005 noise test.
  • Thurston County Department of Development Services (754-3355 ext. 7097) can investigate and cite inappropriate land use (e.g. damage to drainage ditches), at your request. David B. Farr, Compliance Coordinator, Planning and Environmental Section,
Bldg 1, Second Floor, 2000 Lakeridge Dr. SW, Olympia 98502-6045
  • CORVN can provide free notices to post on your property or on public property, e.g. "No trespassing" or "No ORV riding," citing appropriate ordinances.

The Thurston County Commissioners and Prosecuting Attorney's office are working together to draft new legislation that provides more specific relief against ORV nuisances. The Sheriff's office also needs to enforce the ordinances.

Mediation services are available, e.g. at The Dispute Resolution Center (360) 375-5168. Mediators may be able to help neighbors reach compromises and to heal rifts due to past conflicts.

The founders of CORVN eventually solved the ORV problem in our neighborhood by obtaining a court-ordered permanent injunction against the nuisance activities. This required the services of an attorney, which are not free, and it took about a year. We recommend Joe Scuderi (360) 534-9183 at Cushman Law Offices.

If you want to help the local effort to improve laws prohibiting ORV nuisances, please consider writing a letter to the editor (www.theolympian.com) or attending hearings about this issue when it comes before your City Council or the Thurston County Commissioners.

If you would like more information, please feel free to contact CORVN@comcast.net.
