Bloomsburg University, Kehr College Union, Bloomsburg (off I-80).  About 2 hours NW of Philadelphia.

I-80 has been re-numbered for 2002.  The Bloomsburg Exit is now 236A.  Bloomsburg College is in the middle of the town, just off Route 11 where it bends - Kehr is in the center of the campus.


ROUND TIMES - TIME LIMITS

8 Sections. All sections: 5-round Swiss (same as last year)

Round Times:

    March 9        1-day sections (K-3 and K-6 Under 800):  10-11:45-2-3:45-5:30

    March 9-10,   2-day sections: (K-6 Open, K-8, K-12 U1000, K-12 U1300, K-12 Open) 10-2-5:30 on Mar 9, 9-1 on Mar 10.
    March 10     1-day section (K-9 U1000): 9-10:30-12:30-2-3:30

 
Time Limits:

    1-day sections:     Game/40 minutes

    2-day sections:     Game/90 minutes

    All: If using time delay on digital clocks (preferred), set clock for 5 minutes less and 5 second delay.

High School Open (March 9-10; Open to all K-12)

    Entry Fee: $28 before 2/16

    Trophies: 1st-10th; Under 1400; Top Unr; 1st-5th school team. (Total = 17)

    Special Prizes: 1st individual: $100 towards Denker tournament,  $200 Castle Chess Camp scholarship
    1st team, individual eligible for Nationals support


High School U1300 (March 9-10)

    Entry Fee: $25 before 2/16

    Trophies: 1st-8th ;Under 1100; 1st-2ndUnrated; 1st-4th school team. (Total = 15)

    Special Prizes: 1st individual: $100 towards Castle Chess Camp scholarship


High School U1000 (March 9-10)

    Entry Fee: $24 before 2/16

    Trophies: 1st-6th; Under 800; 1st-2nd Unrated; 1st School. (Total = 10)

    Special Prizes: 1st individual: $50 towards Castle Chess Camp scholarship


K-8 Open (March 9-10)

    Entry Fee: $27 before 2/16

    Trophies: 1st-10th ; Under 800; 1st-2nd Unrated; 1st-3rd school team; 1st-2nd club. (Total = 18)

    Special Prizes:  1st individual: $50 towards Castle Chess Camp scholarship

                            1st team, individual eligible for Nationals support


K-6 Open (March 9-10)

    Entry Fee: $26 before 2/16

    Trophies:  1st-10th ; Under 900; 1st-2nd Unrated; 1st-4th school team; 1st-2nd club. (Total = 19)

    Special Prizes:     Special Prizes:  1st individual: $50 towards Castle Chess Camp scholarship

                                1st team, individual eligible for Nationals support


K-6 Under 800 (Saturday March 9 only).

    Entry Fee: $24.50 before 2/16

    Trophies: 1st-6th ; 1st-2nd Under 600; 1st-2nd Unrated; 1st -2nd school teams; Top club. (Total = 13)


K-3 Open (Saturday March 9 only)

    Entry Fee: $25.50 before 2/16

    Trophies: 1st-10th ; Under 600; 1st-2nd Unrated; Top school team, Top club. (Total = 15)


K-9 U1000 (Sunday March 10 only) ***NEW SECTION ONLY ON SUNDAY***

    Entry Fee: $24.25 before 2/16Note that this fee was accidentally left off the mailing.

    Trophies: 1st-5th, Top U800, Top U600, 1st-2nd Unr, 1st K-6 school (K-5 eligible), 1st JHS (MS eligible), Top club (Total =12)

Entry fee and USCF Membership Checks can be made out to "PA Scholastic Chess"

Include the following information with registration:

·         name (exactly as it appears on your USCF card)

·         USCF Identification number

·         USCF expiration date

·         section

·         grade

·         school/club (both if you are representing a club so we know that you are not competing against your school

·         e-mail (or phone contact info), and

·         appropriate section entry fee.

·         Players joining USCF for the first time must also include home address and birthdate. (See below in red)

·         If your USCF membership has expired, you must include USCF renewal membership fee (See below in red)

Group Entry Rule: You may register a group of 10 or more by e-mail or mail without payment so long as information is complete and full payment is received by March 8 at 9 PM (Friday at Keir). All groups registering in sizes smaller than 10 (or individuals) must have full payment accompanying registration info or they will not be paired for round 1.

In-person Registration 7-9 PM on March 8 at Kehr College Union Building; (NO REGISTRATION AT ECONOLODGE THIS YEAR!)

Note: We use school/club information for both team prizes and to avoid pairing same school/team if possible.
            You do not have to be part of a team to play, but you still should specify which school you attend.
 

LATE REGISTRATIONS:
Saturday morning late entries will receive 1st rd. ½ pt. bye at discretion of TD: 9:30-10:15 AM March 9 at Kehr College Union Building.
Sunday morning late registration with 1st rd. ½ pt. bye for the K-9 U1000 at 9:15-9:30 March 10 at Kehr.


If not a member of the US Chess Federation, or membership has expired before March 2003, JOIN USCF AS PART OF YOUR REGISTRATION!  Send address, date of birth, and $19 (Ages <15) or $25 (Ages <20) for USCF scholastic membership (required).  Expired/Renewing members must include USCF membership fee and USCF Identification number. Note: USCF rates went up 1/1/2003 so if you renew before then, you can get the older rates.

All entrants must either supply proof of current USCF membership or purchase a membership.  This is a USCF rule for rated tournaments.

$5 PA State Chess Federation (PSCF) membership is included in all entry fees for scholastic sections.  You will get a copy of the PA magazine, "The Pennswoodpusher" - If you are already a member, membership will be extended for one year - you may NOT subtract $5 if you are a member.

RULES, ETC:

Team prizes based on top 4 scorers from same school or club in a section, but individuals and teams of less than four are not only allowed, but encouraged.

** If you play for a school, you must represent the school from the building you attend.  For example, if your district has a K-5 Elementary School "AAA Elem" and a 6-8 MS, "BBB MS", then if you are in 6th grade and play in the K-6 section, you must represent "BBB MS" and cannot represent "AAA Elem" even if they have a team.  If you have what you think is a special exception, this must be cleared with Mr. Heisman by phone (610-649-0750) before registration. No ex post facto changes allowed.***
 

Limit 10 players per club team per section; multiple club teams allowed in a section (so no limit on number of players from one club in a section; - Club teams are created for pairing and prize purposes, not to restrict number of entries in a section.

Changes at site: $5 per player if authorized by payer of registration.  All changes must be requested before 2nd round is paired.

Grade Champion recognition on place trophies in open sections.

Out of state players welcome and can win trophies, but cannot win championship titles, grade titles, etc.

Some "Nationals" Support to first place team and individual each in K-6, K-8, and K-12 Championship sections, if the tournament does well.

No smoking; No computers; Wheelchair accessible.
Room accessibility:

1.      Open: Anyone may spectate if done quietly

2.      K-3 and K-6 Open (One Day): TD's and Accredited Coaches only

3.      Large Ballroom (all other sections): TD's, Accredited Coaches; Parents must stay in Balcony (NEW RULE!!)- once they leave, they must remain out.

·         STUDENTS FINISHING GAMES MUST STAY OUT OF LATTER TWO PLAYING ROOMS

·         There likely will be a parent spectating seminar at about 2:30+ on Saturday.  Parents finishing seminar will be allowed in K-3 room for 20 minutes.

USCF Variation 11H1: This rule is in effect in all sections, which means the director MAY refrain from interfering in a game, so he can allow his judgement to let the players decide the game.  The TD may interfere under a variety of circumstances, such as both players flags down and the game running late, so declare it a draw.

·         Like last year there are "fun" events scheduled for Sunday for 1-day players who have to stay for 2-day siblings, parents, etc.

·         PA Scholastic Commitee Open Meeting - all coaches and parents invited: Lounge at 6-7 PM on Saturday, March 9.
