Nisqually Lodge
came into existence in 1995 as a result of the merger of Kcumkum 285, Tahoma
348 and Tillicum 392. Pacific Harbors Council Service Center is located
in Tacoma, Washington. There seems to be some confusion among the collectors’
community regarding identification of the first flap. The first two
flaps were made at the same time. The Blue Book lists the black border
as the first flap. The Arapaho lists the blue border as the first flap.
The black border was made available to members first. The Lodge declared
that the blue border was the first flap. It was sold for $30.00 each
several months after the black border was made available to its members.
