Arizona - Yuma, Arizona—number one on our list based on the strength of it being the driest city in the nation, with an annual average precipitation of only 2.65 inches. Yuma averages 17 rainy days per year. This city also ranks number one for sunshine, receiving 90%, making it the sunniest city in the United States. Even in the winter, this city experiences mostly clear skies and abundant sunshine. Yuma also ranks third among the
least humid cities, with an average relative humidity of just 38%. The only drawback is the extreme afternoon summer temperatures, which average at least 100ºF from June 4 to September 24, and 105ºF from June 22 to August 26. But, hey, it’s a dry heat!
Winslow, Arizona—is the seventh least humid city (average annual relative humidity of 46%) and the eighth driest, with annual precipitation totaling 7.64 inches.
Phoenix, Arizona—tied Las Vegas for number two in terms of possible annual sunshine (85%), was also number two behind Las Vegas in terms of lowest relative humidity (37%), rated fifth overall in terms of least annual precipitation (7.11 inches), and eighth for the least number of rainy days (36). Temperatures range from very hot in the summer (it reached 122ºF in June 1990) to mild in the winter.

California, earthquakes, wildfire, landslides, the state has volcanically active areas
in the north, around Mt. Shasta and other major volcanoes, as well as in the east,
where the Long Valley Caldera shows signs of renewed activity. Even beyond its
infamous seismic zones, California’s shoreline is vulnerable to tsunamis
(seismic sea waves) from submarine earthquakes throughout the Pacific. More
recent additions to this smorgasbord of hazards are smog, freeway snipers,
urban riots, oil spills, and (looking ahead a few decades) severe water shortages
Bishop and Bakersfield, California—both made it onto the list because they ranked
respectively as the third and fourth driest cities overall. They also are among the least rainy cities, Bishop with only 29 rainy days, and Bakersfield with 37.
San Diego, California—during the spring and summer typically sees low marine clouds at night and in early morning, but they “burn off” as the day warms. The storm track from the Pacific Ocean usually lies well to the north, keeping most of the clouds and precipitation out of the region. As a result, sunshine is plentiful for a marine location. When the Santa Ana winds blow during September and October, it can get very hot, with temperatures sometimes soaring to above 100ºF.
Most of the time, however, temperatures are quite comfortable.
Carlsbad, California, has a enjoyable southern California lifestyle, but without the crowds and traffic congestions of San Diego to the south, or Los Angeles to the north. It has a reasonable cost of living, a wide range of home prices, a generally smog-free atmosphere with the ocean breeze, and a mild climate. If you are looking for a good place to retire in California that is not on the fault line... Carlsbad, California may be the best place for you to retire in America. LAND BARGAINS IN THE DAKOTAS ***-
Florida, Inadequate building codes, shoddy construction, low elevation, and level terrain
make areas south of Miami especially vulnerable to high winds and flooding from storms
like Hurricane Andrew, which caused over 20 billion dollars damage there in August 1992. Adding to the region’s misery is metropolitan Miami’s crime rate, one of the highest in the nation.
Ft. Lauderdale, FL
. The average annual temperature in South Florida is 75 degrees -
ranging from an average of 67 degrees in January to around 83 degrees in
summer. Rainfall is 64.9 inches, from a monthly low of 1.78 inches in December
to a high of 8.67 in June.
The relative humidity hovers year round near 72%, and changes rapidly throughout the course of the day by as much as 23 percentage points. Smog and pollution
are almost non-existent. Florida has no state tax on personal income or lifetime gifts, no
additional estate taxes, and the state sales tax does not apply to groceries or medical items.
With no state or local income tax, no snow, an excellent economy and plenty of things to
do, the Ft. Myers / Cape Coral area in Florida is the choice of many families and retirees.
Cape Coral has a larger population than Fort Myers, but it is more of a family community.
Fort Myers has more of the things you would expect to find in a city: libraries, cultural
centers, business and banking, stores and government services. Nuclear

Hawaii - susceptible to tsunamis, huge waves whipped up by submarine earthquakes in
the Ring of Fire encircling the Pacific Ocean. Alaska’s Pacific coast is seismically active,
and the Hawaiian Islands can generate their own tsunamis: deposits on Lanai suggest past
run-ups as high as three thousand feet, and geophysicists fear a similar disaster were the southeast side of the Big Island (the island named Hawaii) to slide suddenly into the sea. Hilo,
Hawaii
—Hawaii is usually assumed to be a paradise, with sun-filled skies and perfect
weather yearround. But this is not necessarily the case with Hilo. Hilo is number one
among all U.S. cities in terms of average, annual precipitation, with a whopping 128 inches. In fact, the wettest part of Hawaii (over 200 inches) is only about 6 miles up-slope from the city
limits. Hilo also ranks number one in terms of the number of rainy days, with 277. So there is at least a 75 percent chance that on any given day in Hilo, some rain will fall.

Louisiana - The Louisiana coast is vulnerable to multiple hazards: winds and storm surge
from tropical hurricanes, unnaturally high levees along the lower Mississippi River, and
air and groundwater pollution from poorly regulated chemical industries concentrated
along the state’s Gulf Coast. Cancer mortality is extraordinarily high here as well.
New Orleans, Louisiana—landed among the top ten in terms of wettest cities
(59.74 inches annually), as well as among the most humid (average relative humidity
75.5%). Spend a summer here and you will very quickly learn why it’s not easy to live

Michigan - Marquette and Sault Ste. Marie, Michigan—We nearly had a tie between
Marquette and Sault Ste. Marie, Michigan. They ranked numbers four and five
(respectively) in terms of the coldest U.S. cities, and numbers two and three as the
snowiest cities. They both also ranked seventh and eighth among the rainiest cities. If you

Nevada - Las Vegas, Nevada—comes in second to Yuma in terms of annual
precipitation (4.19 inches), least number of rainy days (26), and possible sunshine (85%).
But of all the cities in our sampling, Las Vegas was the least humid, with an average
relative humidity of just 30.5%. This helps one tolerate the summer, when average
temperatures typically climb to above 100ºF from early June through early August.
Reno, Nevada
—has abundant sunshine throughout the year. Here, the daily
range of temperatures often exceeds 45ºF. While afternoon temperatures may be above
90ºF, a light wrap is often needed after sunset. Rain occurs chiefly in the form of afternoon summer thunderstorms, but the humidity is very low during summer and moderately low during the
winter. 1nuclearplace mag. 77,000 tons of nuclear waste at Yucca Mountain, 90 miles

New York - Syracuse and Binghamton, New York—Similarly, two cities in New York
State ran very close to each other in terms of cloud cover and precipitation. Syracuse ranks fourth among the rainiest cities in the U.S. (171 days); Binghamton came in tenth (162 days).
Binghamton is among the top ten cloudiest cities (212 cloudy days annually), while Syracuse ranks fourth among the snowiest cities, with 111.6 inches annually. The climates of both of these cities are representative of the humid northeastern United States. Being adjacent to the so-called St. Lawrence Valley storm track and also subject to cold air masses approaching from the west and
north, these cities must continually endure unsettled weather patterns.

North Carolina - Tropical hurricanes pose a less catastrophic but more frequent danger to
the Atlantic Coast, particularly to North Carolina’s Outer Banks, a long, thin barrier island,
from which evacuation is difficult. Since the seventeenth century, infrequent but fierce
storms have carved new inlets, filled old channels, and move the shoreline westward at a
rate of 3 to 5 feet per year. Moreover, if forecasts of a 250-foot rise in sea level because
of global warming prove correct, current settlements on the Outer Banks could be wiped
out in the next century or so. With a beautiful landscape in the rolling wooded hills of
North Carolina, Chapel Hill is an ideal place to retire. The average temperature is about
45 degrees in winter and 84 degrees in summer. There are 16 colleges in the area and two top-notch university hospitals. Chapel Hill scores an excellent rating in educational opportunities,
health care, cultural activities, recreation and small-town friendliness. Over and over
again Chapel Hill has been rated the very best place to retire in America.

Oregon - Eugene, Oregon—ranked high up in the cloud and humidity department: it
experiences 209 cloud-filled days annually, and has an average relative humidity that ties
New Orleans for eighth place overall. On a positive note, the abundant moisture and moderate temperatures result in the rapid growth of timber evergreens. They are a major industry
here. Astoria, Oregon—ties Quillayute for cloudiest in the nation (240 days), and comes in third in terms of wetness (69.6 inches per year/191 days). Even on fair weather days, gusty winds and rough seas may occasionally produce a breaking wave—known as a widowmaker—that can
swamp a boat. Soaking rains and wind-driven high tides can push seawater across
highways or up beaches. Earth slides also periodically occur, mostly in highway cuts.

Pennsylvania, The neighborhoods of nuclear plants are risky areas of a different sort.
Although catastrophic radiological accidents are rare and highly unlikely, the 1986
Chernobyl event had frightening consequences. More worrisome than the poor design and mismanagement underlying the 1979 Three Mile Island incident, near Harrisburg,
Pennsylvania, is the specter of terrorism: a nuclear facility is an enormously attractive target for organized terrorists able to breach security with a vehicle bomb. Over four million people
live within the ten-mile emergency planning zones (EPZs) around America’s atomic power plants, and Chernobyl indicated clearly that radiological accidents can have a lethal reach much longer than ten miles. Equally daunting is the variation in emergency preparedness among EPZs.

Federal regulations require land companies selling lots to give the prospective
buyer a financial status re-port and a property report. Always get these before
buying.
See an attorney before signing a contract so that clear title to the land can be
checked. Various land sales abuses throughout the United States motivated Congress in
1969 to pass a law designed to halt the sale of desert and swamp to unsuspecting buyers. The heart of the act was disclosure. It required each company promoting sales interstate to file reports with the Department of Housing and Urban Development to reveal vital information on financing, geographical considerations, the availability of water, and so forth.
A copy of the report is required to be furnished the buyer.

Interstate Land Sales office of H.U.D. is working hard to enforce the law and
crack down on violators. Demand to see the Interstate Land Sales report and
find out who is going to pay for water and utilities.

Note: undivided interest in land 1/50 means they can sell the same piece of land to 50 people at different prices. Recission of contract: CA  - Texas Attorney Generals Office -
undivided interest in land is where land is held in undivided shares all of the owners or leaseholders have a shared interest in the land. None holds any part of it to the exclusion of the others. For valuation purposes the asset to be valued is the taxpayer's interest. Because an undivided share is often less saleable than an entire interest the valuation may be discounted to reflect this. State law provides an option to the holder of an undivided interest, whereby the owner of such an interest may petition the court for a partitioning of the property
