CONTEST APPRAISING WORLD FEDERATION
CAWF is an independent entity concerned with an abundance of Proposals for a Constitution for a Supra-National Federation [SNF] which contains, or could be amended to contain, the unique CAWF requirement that the establishment of the SNF be postponed until contingently ratified by nations constituting [a] the 5P nations, that is, China, Russia, France, UK and USA; [b] other nations so the total is 76% of the members of the UN; and [c] other nations, if any, aggregating 67% of Triad Power. Certain nations might contingently ratify several Proposals before such CAWF requirements could be met. Data relating to where Proposals were endorsed or rejected could assuredly assist those seeking to prepare a globally acceptable Proposal. A CAWF Table concerning Triad Power would last for about 10 years, and would be based upon data at the beginning of a decade at least four but not more than sixteen years earlier. Military Power, Economic Power, and Population [a kind of power] would be separately measured. A nation's percentage of each of the global totals would be noted. Its Triad Power would be the lowest percentage. The aggregate Triad Power of a group of nations would be the lowest totals of the three percentages. An infant federation starting with at least 67% Triad Power would be sufficiently dominant that no combination of hold-out nations could effectively challenge it. Each member of the SNF would retain sufficient sovereignty for retaining its vote in the UN during the Dual Systems Era, while awaiting the voluntary joining of the SNF by each hold out nation. Only after the SNF and UN had substantially identical memberships would the SNF be merged into the UN. Until Ratification Day was obviously imminent, each nation could conduct foreign policy as if it were several centuries away. In national parliaments time would not be dissipated on a Proposal or CAWF until and unless a Proposal had been endorsed by as many provinces as required for amending the national constitution. The endorsements and rejections of Proposals in provincial and national legislatures would provide data assuredly useful to those seeking to formulate a globally acceptable Proposal. CAWF would classify Proposals as Applicant, Certified, Credible, Plausible [30% Triad Power], Contending [50% Triad Power] and Qualifying [all of a,b and c, comprising 67% Triad Power. If a plurality of Proposals Qualified within 21 days of each other, then the Revaluation would multiply the gross National Product by that nation's preference to obtain a monetary amount. The aggregate opposition amounts would be subtracted from the support amounts, and the winner of a Revaluation would be the one having the larger net amount. Hence, nations would have incentives for voting against inappropriate proposals for defeating them if they managed to Qualify.
Each Plausible Proposal is scheduled to be managed by a Campaign Cabinet of from 5 to 15 persons from at least 5 continents. If it won the Contest, such Cabinet would administer the SNF during a Transitional Transformation of 10 to 15 years. Each Proposal is symbolized by the name of a Presidential Candidate. Initially nations willing to pioneer are encouraged to ratify a package of five Certified Proposals providing a plausible spectrum of choice. Each Certified Proposal requires either amendments or clarification of the identity of the Presidential Candidate, etc. before attaining Plausible status. Three Proposals have established constituencies. Garry Davis, as Presidential Candidate for the World Authority has the best name recognition. Dr. Douglas Everingham, former Health Minister in Australia, exemplifies pragmatic wisdom as the symbol for the Earth Constitution promoted by the World Constitution and Parliament Association. Dr. Margarita Bradistilova of Sofia, Bulgaria, symbolizes the Citizens Constitution, written at the Hague in 1998. Galakzia seeks to abolish national militarism, national monetarism, and national political parties. Politicalia resembles Galakzia except that it permits national political parties. Any ratification would expire on the seventh December 31 unless officially renewed. All ratifications prior to some Proposal reaching 10% Triad Power are rescindable after the second Dec. 31. The longer the contest continued, the more important each step would be. Data about the voting would clarify what were some of the potentialities for a SNF.
Pending adequate recognition by the General Assembly, CAWF is administered by Home Rule Globally, a Pennsylvania nonprofit 501[c][3] corporation, Charities Permit 14,109, headed by John and Marjorie Ewbank, a couple aged 84 and 86, married 60 years, and active in pacifist and world federalist projects for about 60 years.
