The changing technology of militarism has necessitated a "repeal" of that portion of the Declaration of Independence connoting the appropriateness of violent rebellion. An oppressed people are assuredly entitled to employ gentle usurpation for establishing governance entities offering governmental services to those voluntarily choosing to utilize them. However an oppressed people no longer can be permitted to use any militarism for a rebellion. In the 21st century military hostilities are excessively dangerous. Humanity has the duty to provide adequate opportunities to terminate disputes in the legislative and judicial chambers. Somehow a viable Supra-National federation needs to be launched.
If any single giant bureaucracy dominates such launching, then it might be excessively powerful. Individual liberty can be better protected if federalization results from collaboration among many cause groups, including several multi-continental groups.
It might be too early to finalize a Proposal for a constitution for a Supplemental Supra-National Federation. However, it is not too early to stress the importance of teamwork networking among a large number of quasi-independent groups instead of relatively centralized campaigns. Federalists are not seeking to defeat a particular military enemy, but advocating the benefits of reorganizing the institutional matrix.
Home Rule Globally is a tiny think tank seeking to be very open-minded about what type of Supra-National Federation might be launched, but quite emphatic and evangelical about the importance of many small groups and their teamwork coordination toward such globalization. The fear of excessive centralization has delayed federalization for more than a century. Since the 19th century, the financial contributions and sacrificial devotion of time by anti-war peaceniks have been more than adequate to long ago have launched a viable federation if energies had focused on such objective. Instead, many peaceniks have sought a goal that did not appear to require as much time as federalization. Home Rule Globally contends that if many groups independently seek conflicting approaches toward federalism, the invention of a ratifiable package might be stimulated. Each of the groups needs administrators who have had adequate problem-solving experience and who are willing to devote a few years of their busy lives to altruistic leadership.
That is among the reasons why Home Rule Globally stresses enrollment on the Confidential Roster of Wealthy Servant Leaders. Stimulating individuals to choose a niche in which their unique talents could be useful, and to dedicate a few years of their lives to helping to administer one of the building blocks is a mission selected by Home Rule Globally [HRG]. Publicity for the general public is important to the extent that it expedites both enrollment on such Roster and more importantly, creation of the small building blocks featuring Servant Leader administrators. If the administrators are significantly ambitious for fame or wealth or power, then their addiction to power might delay federalism.
The uncertainties about what type of transformation of the institutional matrix will ultimately be achieved might prompt some to hesitate. However, even more people can be attracted to the vagueness of seeking to maximize per capita happiness and to minimize military hostilities. Global ratifiability of a proposal can be accepted as more important than perfectly matching one's preferences.
Home Rule Globally[HRG] sells copies of a Kosmikia Proposal, not as a blueprint, but merely as an illustrative example. Kosmikia would abolish national monetarism, national militarism, and the monopolies of bipartisan politics, and seek to promote fair competition in many realms.
Possibly World Parliament Delegates might represent constituencies which were essentially global instead of national. The ongoing treaty system might cope with many of the problems that are truly geographical. Delegates might be quasi-volunteers after gaining the opportunity to volunteer by winning a lottery for a slot in the Parliament. Those deemed educationally qualified for such service might be on the long lists for such lotteries.
One chamber of the World Parliament might consist of the tabulation by e-mail of the data from whatever "talking circles" evolved in scattered areas around the world concerning any currently controversial issue. Such grass roots empowerment through scattered talking circles might be not only a goal, but also an important part of the path toward federalization.
Campaigning Cabinets could promote their unique but similar Proposals for a federal constitution in debates publicized through radio, TV, newspapers, etc. A sincerely Campaigning Opposition would be needed for each Campaigning Cabinet. A few years after the launching of the Federation, those making local donations to local committees for either a Campaigning Opposition or a Campaigning Cabinet might be paid refunds with interest from the time of their contribution. Thus the costly advertising eventually needed for launching a federation might be paid significantly by the federation as a part of its birthing costs. Persuading dissident individuals that they were defeated fairly is critical to a durable federation.
Only those adults who had thus been adequately informed through mass media debates could participate in the various Talking Circles. After the number of votes cast through the e-mail tabulation was at least 20% of the vote by which a local official had been elected, then a borough council or other local government body would be permitted to validly vote on a Proposal, but could ignore how the grass roots had voted. A provincial legislature could validly vote only after at least 20 towns had voted. Of particular importance, no nation could validly vote unless 75% of the provincial legislatures had voted on such Proposal. In conformance to the sovereignty of nations, how the provinces had votes would be irrelevant, but whether enough had voted would be essential.
If there were a tie so that the interval between qualifying for winning was less than two weeks, then the data from the grass roots expressions through the Talking Circles might terminate the tie. Such immediate empowerment of the grass roots might enhance the passion for lifetime learning of billions.
The data gathered from the contest might be used by powerful nations for scuttling the Ratification Contest through a Constitutional Convention after the Contest clarified what seemed assured of global ratification. HRG seeks to expedite launching of a viable federation and offers the Ratification Contest as a worthwhile procedure even if eventually by-passed.
Each of the Opposition Campaigns and Campaigning Cabinets would become a gigantic bureaucracy sufficiently regulated to substantially abolish dirty tricks and promote fair competition. However, each of the Continental Registries might be administered by a board of 5-15 Wealthy Servant Leaders serving predominantly altruistically without hope for power. The Contest Coordinating Council could meet intermittently because it might consist of Delegates from such small boards. Thus, a world federation might be launched without the centralization of power that might frighten those distressed by the invasions of recent decades.
As recently as about 800 years ago, fears of invasion focused significantly upon military invasions. During the 20th century, globalization clarified other invasions resented more intently than mere military conquest. The complexities of maximizing per capita happiness while minimizing military hostilities long prior to the 22nd century are not insurmountable. HRG seeks to be a hopefulizer enhancing the realistic optimism for prolonging civilization into the 31st century. HRG encourages more to be "Globe-libbers" who are "hopfulizers" because of experiencing time as a midpoint of a score of centuries. GLOBE-LIB is the nickname for the Corporation of Seekers for Global Liberty and Government, and is an affiliate of HRG.
HRG teaches aspirations for a federation minimizing military hostilities while maximizing per capita happiness, but urges that the details are better finalized after the complexities of federalization are more widely recognized. Illustrative examples, not blueprints, are needed to stimulate the inventiveness essential for federalization. Hopefully the inventiveness can stimulate better regulation for promoting other kinds of fair competition. The treaty system could co-exist with a federation for centuries. Fair competition among the de-fanged nations should be maintainable at a relatively small cost. Inventiveness, not by diplomats or other experts, but by generalists accustomed to solving problems through teamwork, seems attainable if adequately focusing on such inventiveness.
