For example, EL can be found only in Africa, Cilicia or Asia provinces, and then only if at least one nation possessing EL is neutral, Roman allied or has a faction seeking Friend and Ally status. LCh, HCh, Hd or Warbands were not used by the Romans as auxiliaries but can be used in an allied army. When hiring auxiliaries the Romans can count chariots as opportunities to recruit local 3Cv or 2LH, and the warbands to recruit 3Ax or 2Ps elements. Provincial governors may procure a local ally general, legates may not. Troops belonging to a Pirate or Servile revolt army list may not be used as a basis for recruiting auxiliary or ally troops. So troop picks by the governors of Sardinia and Sicilia, for example, are extremely limited. The number of elements of auxiliaries/allies in the army per general may not exceed the number found in any one list of enemies in the province excluding the enemy list generals. For example, in Africa each Roman general may have 4x2LH(auxiliary/ally) 1x4Bd and 1xEL, and the entire army can have at most 2xEL, if both Numidia and Mauretania were neutral/allied. In Gaul there could be up to 2x(3Cv or 2LH) plus up to 8x3Ax. Auxiliary numbers are in addition to any mounted mercenaries, so a general in Gaul could have 4x2LH from mercenaries and 2x2LH from the Gauls, but not extra 3Cv from the Gauls.
If the enemy of Rome has previously won a battle in the war, he may choose to strike for a Roman-held city. This adds 2x4Ax (representing Hellenistic thureophori civic guard or militia) elements to the Roman army. This makes a BUA required terrain for this battle, and it must be placed even if a road is taken by a defender in arable terrain. In terrain where a BUA normally appears as optional terrain it is considered required terrain for this battle.
Once paid for, the ally/auxiliary/mercenary/extra Roman elements can remain available for subsequent rounds in the same province, even if by a different player. Fielding an earlier recruited element in a later round costs one-half its initial cost in gold, and nothing extra in prestige. These elements are available to a new Roman governor in the event the old one leaves, except elements that ‘follow the general’ below.
