24 Special Commission –Citizenship: If 25 has not been
played, treat as 25. As a result of continuing foreign wars, Italians have
illegally sought the citizenship to influence Rome’s politics. The designated
player spends the year assisting the censors in a purge of the citizenship
rolls, focusing on Italians who have attempted to get the citizenship illegally.
Gain 20 prestige but no money. The player receiving the event only draws a
province for which he is the Enemy of Rome this round. The second time this
comes up, treat as 26.
25 War drains Italy’s manpower: If 26 has not been played, treat as 26.
Otherwise the continuing burden of overseas wars drains the Roman Republic’s
ability to raise troops. Reduce each group of 4x4Bd or 3x4Bd + 1 x 4Sp to 3x4Bd
or 2x4Bd+1x4Sp. Rome’s governors are empowered to hire 4Ax or 2LH Greek
mercenaries to make up the manpower shortage, in other words, they receive
their choice of 4Ax or 2LH elements in place of the missing legionnaires, for
free. Once in effect, if rolled again, treat as 27.
26 Italian allies are unhappy – If 24 has not been played, treat as 24.
Otherwise future Roman recruiting reduced by 1 x 4Bd from any new Praetorian
armies, and 2 x 4 Bd from any new Consular armies as Italian allies withhold
recruits. Rome’s governors are empowered to hire 4Ax or 2LH Greek mercenaries
to make up the manpower shortage, in other words, they receive their choice
of 4Ax or 2LH elements in place of the missing legionnaires, for free. If rolled
after in effect once, treat as 25.
27 Social War – if 24 has not been played, then same as 24. If 24 has
been played, the Italian allies declare independence. No additional 4Bd or
4Sp units can be recruited for armies outside Rome. Any Roman player who is
not prorogued is automatically assigned to an army in Italy. The Italians are
treated as a new enemy, with states of Etruria, Marsii, Samnia, and possibly
other states in southern Italy. In each round, the war continues until all
the Italians are subdued. All praetors and consulars except the current serving
consul who are currently in Italy are treated as legates unless they procure
a LEX designating them as northern, central or southern commanders. Unlike
normal legates, they must fight a battle if the Italian nation facing them
rolls lower than its aggression number. Italian nations use either Polybian
or Marian lists in any battle, as determined by a die roll in their first battle.
Once the Social War begins, subsequent plays of this event increase the number
of enemy states by 1. In addition, if the Italian victory point total for all
states is ever 3 more than the Romans, another state in southern Italy joins
in. Once all enemy Italian states have been defeated, the Social War is over
and a new roll of this number becomes 28.
28 Cataline Conspiracy: Counts as Social War unless Social War has been played
previously. Catalina, a praetor frustrated in his attempts to be elected consul,
raises a private army in Etruria and attempts to have himself proclaimed Dictator
of Rome. A Roman army of 2x Polybian Roman II/33+1 x Servile Revolt II/45b
is raised in Etruria, and a consular army of 2 x II/33 or 2 x II/49 is raised
in Campagnia. Any player not prorogued to his province can seek service in
either Catalina’s army or the Consular army. A single round Big Battle
DBA is fought in northern sector. If Catalina wins this battle, he marches
on Rome and surviving defenders join with the garrison of Rome to fight under
the walls of Rome. If victorious in this battle, Catalina storms Rome. Losers
are exiled as in Prosecution. Catalina then becomes Dictator for one year and
senior consul the next. The player who supported him with the most prestige
becomes junior consul. This event can be repeated many times, there were many
frustrated praetors and once the Social War is over, a lot of disaffected soldiers
in Italy looking for employment.
29 Envoy to a Foreign King: The person on who this event is played is sent
on an embassy to a foreign king, conveying greetings and instructions from
the Senate and People of Rome. Roll 1d10 x 5 talents for total of funding from
the Senate and a stipend from the king. If you roll a zero, the king has held
you for ransom instead. It takes 50 talents to get you back.
30 Consul Suffectus: The current consul is sick, dead, incapacitated, or drawn
out of Italy by a foreign war. The person on whom this card is played becomes
suffect consul instead of going to his province. Add 20 prestige, but this
player does not choose a province this round, instead functioning solely as
an enemy of Rome for another player.
31 Traitor opens the gates: A city of this province is captured by an enemy
if a foreign war is going on. If no foreign war, then a randomly determined
enemy nation seizes a city, starting a foreign war.
32 Mithradates Unifies Pontus: Mithradates becomes king of Pontus, and unifies
all the Pontan and Caucasus kingdoms with the Cimmeran Greeks. Bosporan Greek
aggression raised to ‘3’. Treat as 35 once rolled
33 Mithradates attacks: Playable only after 32 Mithradates unifies Pontus;
if played first treat as Mithradates unifies Pontus. Randomly pick a neutral
or Friend and Ally territory of Asia or Cilicia province. This country is attacked
and asks for Roman assistance. The provincial governor may intervene and fight
a foreign war against Mithradates. Treat as 35 once rolled.
