Recruiting Limits

Roman elements
Additional Roman 4Bd, 4Sp, and 3Cv (generals, Polybian cavalry) are available only by Senatus Consultum or Event. The limits to these are fixed by the Senate. The authority to hire them can only be gained the round before they are actually hired in a normal turn. Additional Roman elements can only be built in Italy, including Near Gallia, and Africa. If hired for use in other provinces, they cannot fight in the first battle fought by a prorogued governor.

Mercenary Elements
A player in a province other than Asia, Greece, and Macedon can hire at most 6 mercenary elements (mercenary 4Ax, 2Ps, Art, or 2LH) in one round. In Greece, Asia or Macedon, the player can hire 12 mercenary elements in one round. A player can have at most 4x2LH and 1xArt in his army for each Roman general he has in his army. A Roman general can command at most 12 mercenary elements. Mercenary elements provided by the Senate do not count against the 12 element restriction, but do count against the 2LH restriction.

Auxiliary Elements
In one round a player can hire auxiliary elements up to the maximum found in one neutral, Friend and Ally, or Friend and ally application nation’s DBA list. He may use one list for one type of element and another for a different type. For example, in Near Spain the governor could draw 6x3Ax from the Iberians and 6x2Ps from the Lusitanians in one year. The maximum number of auxilia that can be commanded by one general is 12 elements. The element marked ‘general’ in a list can be used for an auxiliary. Only 3Cv, 2LH, EL, 3Ax, 4Ax, 2Ps, 3Bw, 4Bw, 3Bd, 4Bd elements can be taken as auxiliaries. 3Wb, 4Wb, LCh, 3Kn, 4Kn, and HCh elements can be used to form 3Cv or 2LH. 2LH auxiliaries do not affect the limit against mercenary 2LH.

Allied Elements
Allied elements can come from a neutral nation, or a Friend and Ally, or a nation with a Friend and Ally application.

A praetorian governor/legate can have up to 5 independent ally elements in his army, total. When recruited, these count against the recruiting limit for that troop type and nation in that round. Ally elements created this way can be commanded by a Roman general, but may not be

A praetorian governor can have an Allied General and 6 or more elements from one nation. These do not count against recruiting for auxiliaries. If the governor (only) pays for an ally general or he becomes available as an event, all allies taken in a praetorian army must be from the same list, and up to 12 can be in play. An ally general can only be in play from a nation which is seeking or already is ‘Friend and Ally of The Roman People’ unless he is caused by an event.

A consular governor can have 5 independent ally elements, an ally general with 6-12 elements and 5 independent elements, or 2 ally generals each with 6-12 elements.

The element marked ‘general’ may only be taken as an ally general, it may not be used for independent allies. Also , 3Kn and 4Kn elements cannot be taken from different lists.

Follow the General Elements
Certain mercenary/auxiliary elements – 3Cv, 2LH, 2Ps, 4Ax, 3Ax, Art, EL, 3Bw, 4Bw, and a 4Bd gladiator or imitation legionaire – can follow the general. A praetorian can have up to one of each type, a consular two of each type. These elements are in addition to limits on mercenary under command – a player could assign 2x2LH that follow the general to a general that also had 4x2LH mercenaries.

Total command limit
A general may not command more than 36 elements under any circumstances.
