Purposes for the Senatus Consultum
1) Provoke a foreign war in a province that has none. This is tricky to sequence,
because under normal sequence of play the law happens in Rome AFTER selection
of provinces for the current year and resolution of battles. So a governor
is out of Rome when this occurs….and maybe in the wrong province
next year.
2) Grant Friend and Ally status
3) Procure additional troops
4) Nominate a commander for a major foreign war (must be a consular)
5) Approve an Ovation or Triumph
6) Appropriate state funds for a war
7) Make a new province out of captured lands, or divide a province, or
combine a small province with a larger one.
8) Declaring a Dictator or Public Enemy
9) Authorize next year’s consul (the current consul-elect) to wage
a foreign war
A lex normally requires expenditure 5
prestige to secure action in the assembly. 1 pip of die roll modification
costs 5 talents.
Prestige effects are the
same for proposing sides and opposing sides +/– 1 DRM for each
30 prestige. A player owning a Tribune of the Plebs as a result of an
event
gets 3 laws free, and gets a +3 DRM.
Purposes of a LEX
1) Lex Provinciae, granting a province to a particular player without the
normal lottery
2) Lex Absentia, allowing a person to stand for office in absentia, i.e.
without going to Rome, or more importantly, surrendering his imperium
3) Lex Exhonorationes absolving a person of guilt
4) Lex Duce Belli, a law granting someone leadership in a specific war. A
person who procures a Lex Bello must fund his army himself, the Senate provides
nothing.
5) Lex Calens, changing the sequence of play permanently or temporarily
6) Non-specific Lex, to prohibit or permit something not otherwise in the
rules
7) Lex Capite Censi, allowing property-less Romans to enlist in the legions,
increasing the size of standard DBA MARIAN Roman armies to 14 elements with
10 Bd, and standard MARIAN Roman legions to 5 x Bd. Traditional Roman generals
(using Polybian lists) may not use these extra elements.
8) Lex Agraria, which provides land for veterans. This has the effect of
adding 1 talent to the player’s gold for each element of Roman 4Bd
or 4Sp currently in his army, representing the ability to avoid traditional
mustering out bonuses by providing land at the Senate’s expense. In
addition, this increases the player’s prestige by 20 when dealing with
the assembly but subtracts 20 when dealing with the Courts or Senatus Consultum.
9) Lex Renumeratio, dealing with the modification or cancellation of debt.
This provides all players with an increase of 10 talents representing the
modification of interest terms (generally speaking, most Senators had land
mortgaged to the eyeballs and were paying out most of their land’s
income at usurious interest rates). In addition, New Men gain 5 talents per
year of fixed income per round, current nobility 10 talents per year, and
old nobility 5talents per year. The player who proposes it loses 50 prestige
and anyone supporting it loses 30 prestige. All personal loans between players
are cancelled.

a Perduelio treason trial
