1.  PURPOSE.  TO STRENGTHEN UNITY OF COMMAND AND FOCUS THE
RESOURCES THAT THE AUXILIARY OFFERS IN SUPPORT OF COAST GUARD
MISSIONS, AUXILIARY REGIONAL LEADERS HAVE BEGUN TO ORGANIZATIONALLY
REALIGN THEIR CHAINS OF LEADERSHIP, STAFFS, DIVISIONS, AND
FLOTILLAS.  AS PRESENTED BY NATIONAL COMMODORE STEVE BUDAR AT THE
RECENT SPRING COAST GUARD FLAG/SES CONFERENCE, THIS IS IN KEEPING
WITH THE EXPRESSED OBJECTIVES OF IMPROVING AUXILIARY READINESS,
STANDARDIZING ITS ORGANIZATIONAL STRUCTURE IN ALIGNMENT WITH THE
SECTOR CONSTRUCT, AND FORTIFYING AUXILIARY CAPABILITIES THAT ARE
AVAILABLE TO COAST GUARD COMMAND AND PROGRAM AUTHORITIES.
2.  BACKGROUND.  THE AUXILIARY WILL CELEBRATE ITS SEVENTIETH
ANNIVERSARY IN 2009.  THE HALLMARKS OF ITS REMARKABLE HISTORY HAVE
BEEN HIGH-QUALITY SERVICE, SUPPORT, AND TEAMWORK, ALL PROVIDED
UNDER ITS AEGIS AS THE WORLDS PREMIER VOLUNTEER MARITIME
ORGANIZATION. LIKE ALL OTHER COAST GUARD WORKFORCE COMPONENTS, IT
HAS CONSISTENTLY DELIVERED ON THESE HALLMARKS THROUGH ITS OWN
TIMELY AND DYNAMIC ORGANIZATIONAL CHALLENGES. SINCE 9/11, THE
AUXILIARY HAS TAKEN DELIBERATE STEPS TO IMPROVE ITS READINESS,
CAPABILITIES, AND VALUE TO A BROADER RANGE OF COAST GUARD PROGRAMS.
THIS HAS INCLUDED EMPHASIS ON THE ROLES AND RESPONSIBILITIES OF
AUXILIARY UNIT LIAISON OFFICERS, BETTER AWARENESS OF SPECIAL
AUXILIARY SKILLS AND EXPERIENCE, AND GREATER DIRECT INTERACTION
BETWEEN AUXILIARY CHAINS OF LEADERSHIP AND COUNTERPART COAST GUARD
CHAINS OF COMMAND.  THIS EFFORT HAS YIELDED UNPRECEDENTED EXPANSION
OF AUXILIARY SUPPORT ACROSS THE BOARD INCLUDING NON-TRADITIONAL
AREAS SUCH AS HEALTH AND LEGAL SERVICES, REGIONAL EXAMINATION
CENTERS, AND INTERPRETER SERVICES. INSTITUTIONALIZATION OF SECTOR
COMMANDS AND GROWING PROGRAMMATIC NEEDS FOR AUXILIARY SUPPORT HAVE
MADE IT APPARENT THAT REGIONAL REALIGNMENT IS THE NEXT PROGRESSIVE
STEP TO LEVERAGING AND FACILITATING THE PROVISION OF SUCH SUPPORT
AS THE AUXILIARY ENTERS ITS EIGHTH DECADE OF SERVICE TO THE COAST
GUARD AND OUR NATION.
3.  ACTION.
 A. AUXILIARY REGIONS HAVE STUDIED THE ORGANIZATIONAL CONSTRUCT FOR
THEIR RESPECTIVE SECTOR COMMANDS AND GEOGRAPHICAL BOUNDARIES, AND
IN SOME CASES HAVE MODIFIED IT WITH DISTRICT COMMANDER CONCURRENCE
AND IAW REF A.
 B. THE AUXILIARY NATIONAL BOARD HAS DIRECTED THAT ASSOCIATED
REGIONAL ORGANIZATIONAL CHANGE PROPOSALS BE PRESENTED TO THE
NATIONAL COMMODORE (NACO) FOR REVIEW BY THE UPCOMING AUXILIARY
NATIONAL CONFERENCE IN AUGUST 2008.
4. KEY AUXILIARY ORGANIZATIONAL CHANGE PARAMETERS.
 A. THE FOLLOWING ORGANIZATIONAL CHANGES SHALL APPLY TO ALL
AUXILIARY REGIONS:
  (1) THE DISTRICT VICE COMMODORE (VCO) SHALL BE RETITLED DISTRICT
CHIEF OF STAFF (DCOS) AND SHALL ORGANIZATIONALLY REPORT DIRECTLY TO
THE DISTRICT COMMODORE (DCO). DISTRICT DIRECTORATE CHIEFS (DDC)
SHALL ORGANIZATIONALLY REPORT DIRECTLY TO THE DCOS, AND DISTRICT
STAFF OFFICERS (DSO) SHALL REPORT DIRECTLY TO THE APPROPRIATE DDC,
  (2) DISTRICT REAR COMMODORES (RCO) SHALL BE RETITLED DISTRICT
CAPTAINS (DCAPT) AND SHALL ORGANIZATIONALLY REPORT DIRECTLY TO THE
DCO,
  (3) DIVISION CAPTAINS (DCP) SHALL BE RETITLED DIVISION COMMANDERS
(DCDR) AND DIVISION VICE CAPTAINS SHALL BE RETITLED DIVISION VICE
COMMANDERS (DVCDR). THE DCDR WILL ORGANIZATIONALLY REPORT DIRECTLY
TO THE APPROPRIATE DCAPT,
  (4) THE AUXILIARY SECTOR COORDINATOR (ASC), ESTABLISHED IN REF B,
IS APPOINTED BY AND SHALL SERVE AS THE DISTRICT COMMODORE DIRECT
REPRESENTATIVE TO THE SECTOR COMMAND TO FACILITATE AUXILIARY
SUPPORT TO COAST GUARD MISSIONS, AND PROVIDE CONTINUITY ACROSS THE
TENURES OF SECTOR COMMANDERS AND DISTRICT COMMODORES. THE ASC SHALL
OTHERWISE ORGANIZATIONALLY REPORT TO THE APPROPRIATE DCAPT AND,
  (5) THE DCO, ACTING IN CONCERT WITH THE RESPECTIVE REGIONAL
AUXILIARY BOARD, SHALL BE RESPONSIBLE FOR ENSURING AN
ORGANIZATIONAL SCHEME THAT DELIVERS OPTIMAL ALIGNMENT OF AUXILIARY
RESOURCES WITH SECTORS AND OTHER REGIONAL COAST GUARD UNITS.
 B. THE FOLLOWING ORGANIZATIONAL CHANGES MAY APPLY TO AUXILIARY
REGIONS AS DEEMED APPROPRIATE THROUGH THE PLANNING PROCESS EMPLOYED
BY REGIONAL AUXILIARY LEADERSHIP:
  (1) THE NUMBER OF DIVISIONS WITHIN AN AUXILIARY REGION AND THEIR
CURRENT GEOGRAPHIC BOUNDARIES MAY INCREASE, DECREASE, OR REMAIN THE
SAME:
  (2) A FLOTILLA MAY BE REALIGNED FROM ITS CURRENT DIVISION TO A
NEW OR DIFFERENT DIVISION,
  (3) THE NUMBERING OF DIVISIONS AND FLOTILLAS MAY CHANGE IN ORDER
TO INSTITUTIONALIZE CERTAIN PORTIONS OF A REGIONAL REORGANIZATION,
  (4) DIVISIONS MAY BE COMPRISED OF ANY NUMBER OF FLOTILLAS DEEMED
NECESSARY AS PART OF THE REGIONALLY SPECIFIC REORGANIZATION PLAN.
5. NEXT STEPS.
 A. THE RICH HISTORY OF THE AUXILIARY HAS BEEN EXEMPLIFIED BY ITS
STEADFAST COMMITMENT TO THE COAST GUARD, SO WILL THE COAST GUARD
REMAIN COMMITTED TO ITS AUXILIARY.  ONCE REGIONAL ORGANIZATIONAL
CHANGE PROPOSALS HAVE BEEN REVIEWED AND ENDORSED BY NACO, REGIONAL
AUXILIARY LEADERSHIP SHALL WORK CLOSELY WITH DISTRICT COMMANDERS TO
APPROVE AND EXECUTE CORRESPONDING CHANGES. DISTRICT COMMANDERS ARE
URGED TO FULLY ENGAGE WITH REGIONAL AUXILIARY LEADERSHIP TO SUPPORT
AND FACILITATE CHANGES. A COORDINATED EFFORT WILL BE ESSENTIAL TO
SMOOTH, COHESIVE IMPLEMENTATION OF SUCH CHANGES AND THE LONG-TERM
IMPROVEMENT OF AUXILIARY SUPPORT TO COAST GUARD MISSIONS. THE
NATIONAL COMMODORE AND I WILL CONTINUE COOPERATIVE EFFORTS AS WE
MODERNIZE THE WORKFORCE STRUCTURE AND TRANSITION THE COAST GUARD.
 B. AFOREMENTIONED REGIONAL ORGANIZATIONAL CHANGE PARAMETERS WILL
BE INCLUDED IN THE NEXT CHANGE TO REF A.
