(ALC),
C4IT Service Center (C4IT SC), Personnel Service Center (PSC), Surface
Forces Logistics Center (SFLC), and the Shore Infrastructure Logistics
Center (SILC) were formally established this spring as command cadres with
limited operating capability as ADM Allen discussed in his All Hands e-mail

On 27 September 2009 we will take the next step and realign our field level
mission support from the Maintenance and Logistics Commands (MLCs) Atlantic
and Pacific and from the Integrated Support Commands (ISCs) to four
logistics and service centers and their detachments in 14 locations
nationwide. For example, on 27 September 2009 all MLC naval engineering
staff and ISC industrial activities will report to the SFLC. Similar
alignment will occur within the civil engineering, personnel, and C4IT
support communities. Communication regarding planned job changes began in
January of this year. Employees will soon receive written notification of
their job assignment and effective date. After transitioning responsibility
for tasking and personnel from the MLCs and ISCs, they will be
disestablished on 1 October 2009.
This represents a significant milestone in Coast Guard Modernization, and I
recognize that many of you probably have questions and concerns about what
this means to you. I want to emphasize that mission support is "business
as
usual" on 1 Oct. No existing processes, procedures, locations or
POCs
change. The locations of the 13 ISCs and Headquarters Support Command
(HSC)
become the locations of the 14 field detachments of the logistics and
service centers. The points of contacts within these organizations will
not
change; field operators should continue to call the same people they call
for support today.
What will change on 1 October?
* ISC and HSC functions transfer to
Logistics and Service Center
Detachments in 14 locations, including:
o ISC Facilities Divisions become SILC Base
Support Units (BSUs).
o ISC Personnel Divisions become PSC
Personnel Services and Support
Units (PSSUs).
o ISC Health Services Divisions becomes PSC
Health Safety and Work
Life Field Offices (HSWL FOs).
* Other field units change their
reporting structure:
o NESUs/ISAs now report to SFLC, but stay
in the same place.
o ESUs and detachments now report to C4IT
SC.
o CEUs now report to the SILC.
* MLC functions transfer to Logistics
and Service Center Commands.
HOW DO I GET SUPPORT?
We are committed to ensuring that no lapse in support services occurs.
During the transition, we are not changing how or where you request, get or
receive support. Your current support POCs are not moving geographically.
To ensure uninterrupted support and minimize confusion about who to call, we
offer three easy options to get support.
1. Call your current ISC POCs. Your current
ISC POCs are mapping into
the new organization's field units, but stay in the same location.
2. Call the service or logistics center for
your service or asset
community. Your current MLC POCs are moving into the C4IT SC, PSU, SFLC,
and SILC. Call them or call the Service or Product Line Manager.
3. Call the Primary Support Officer (PSO):
One has been designated as
a liaison to the operational community in each of the legacy ISC locations.
The PSO is responsible for coordinating mission support services in their
local area of responsibility. They will manage your support needs during the
transition if you are unsure how to get support. PSOs are your current
local ISC CO, who is becoming the CO of your local BSU or PSSU.
What's next?
As you know, Modernization is an evolution of continuous improvement. Our
next steps forward in modernizing the mission support functionalities of the
Service will focus on the way we provide support, and how we will work to
improve our processes and procedures to improve the effectiveness,
availability and safety of all field operators.
