"What follows are the unofficial Minutes of LCCPASR's November 11, 2008 Executive Committee meeting. Should any additions or corrections to these Minutes be necessary, they will be so noted prior to formal approval at the February 10, 2009 Executive Committee meeting. Resulting changes, if any, will be listed on this webpage."

Immediate Past-President Phil Thomas called the meeting to order at 1:40 p.m.

Roll Call: Present: Agnoni, Auten, Blanchard, Clemens, Hill, Kaczmarek, Knade, Maurer, McMurray, Missigman, Steppe, Thomas, & Tice. Absent: Byham, Crawley, Henry, Lunt, Springman.

Introduction of Guests: Phil Thomas Introduced Nannette Rusczyk, a nominee for Secretary and Agnes Steepe, our new Luncheon chairperson. Glad to have you both with us.

Secretary's Report - Maria Missigman:
Minutes for August 8, 2008 – It was moved by Oscar Knade and seconded by Sharon Clemens. Motion carried.

Treasurer's Report - William Hill - Bill Hill gave a brief review of the minutes and noted that our General Fund is shrinking.  Bill noted we need to increase monies for the General Fund; ideas are welcome.  We need to secure new members for additional help and funds.

It was moved by Charles Tice and seconded by Carol McMurray to accept the Treasurer’s Report.  Motion carried. 

DISCUSSION: Discussion Items are as follows:

Convention Follow-up:  LCCPASR received the following cash awards: Chapter Goals Award ($150.00) and $100.00 for Innovative Ideas.  In addition, LCCPASR received an $838 SSMHF allocation, as well as, an additional $25.00 (reason unknown but appreciated).  It was noted that a convention report in the form of a photo Essay is on LCCPASR’s Web Site.  It was also noted that both Region 10 and Region 4 received much praise and appreciation for the job they did as convention co-hosts.  The Chinese Auction planned and coordinated by Carla Auten, made $3600.00 for SSMHF.  Bill Hill mentioned SSMHF funds are shrinking due to the economy and investments. So the money raised by the auction was greatly needed and appreciated.  Along this line he also showed a thank you card we could have printed to send to those making a donation to our General Fund and/or Scholarship Fund.  In addition, it was noted that convention reports from Richard Rowland and Fred McKillop indicated “no stone was left unturned” in trying to secure a COLA for our membership. They are continuing their efforts.  The Convention was deemed a huge success and very beneficial by those who attended.

Report of Nominating Committee – Slate of Officers/Executive Committee Members:  Nominating Committee members are Bill Byham, Oscar Knade, Shirley Crawley, Maria Missigman, & Phil Thomas, Chairman.  After much hard work and too many to count phone calls, a slate of officers is ready to present to the general membership at the December luncheon.  There are 2 Board position open -- Member Benefits and Services, Resolutions, and Public Relations co-chair.  The committee is still trying to obtain candidates.

Holiday Luncheon, December 9 at Pine Run United Methodist Church, Linden: Agnes Steppe gave a report: Menu: Family style with turkey & ham, filling, mashed potatoes & gravy, corn, applesauce, coffee, water & cake. Invocation: Bill Hill  Entertainment: Fred Agnoni has booked the Jersey Shore High School Choir under the direction of Tess Bower. Free Luncheon for returning survey sheet:  William Bittner has been notified and hopefully will attend. Chapter Volunteer of Year presentation:  Charles Tice has everything in place for the presentation. Officer/Executive Committee Installation:  The above slate of officers will be presented and nominations will be accepted from the floor provided anyone nominated from the floor has given his/her prior consent.  Installations will follow. 

Salvation Army “Bell Ringers” – Lycoming Mall, Wednesday, December 3 10:00 – 5:00:  Charles Tice has a few slots still open, several Board Members volunteered and other suggestions were made.  He will follow up with phone calls.

Newsletter Mailing Trust Fund:  Phil Thomas requested that Bill Hill send a check for $225.00 to our bulk mailing account 

At the August meeting Oscar Knade noted his concern about our lacking in new members and the small amount budgeted for recruitment.  After some discussion of possible solutions, Maria Missigman suggested that we give new retirees one year free membership to LCCA discussion followed.  Since there is a time problem this year and Carla Auten wasn’t present the idea was tabled until the November meeting. After a discussion on what we presently do it was decided to offer new retirees a one year gift membership to LCC.  This will enable them to receive our Newsletter, attend our luncheons, and learn more about us.  This membership will run from July 1 to June 30.  Likewise, the practice of inviting recent retirees to the fall luncheon as our guests will be discontinued.  A motion was made by Bill Hill and seconded by Oscar Knade.  Motion carried.   Bill Hill suggested we design a special membership card for this purpose.

Carla Auten –President Elect:  Carla had just attended a PASR President Elect training session in Mechanicsburg.  Part of the training was to develop a plan for your chapter.  Carla shared her plan with us and a discussion followed.  It was noted that a COLA is a dead issue for the time being.  She informed us that the Governor had taken money from our retirement fund to help balance the state budget.  PASR’s legal team has done some research and feels that this violates a Federal Law referred to as the “Equal Exclusive Benefit Rule.”  PASR may well file charges.  If the state keeps raiding our retirement fund, then school districts will have to pay more into the fund resulting in a tax increase.
