Minutes of the Board Meeting

July 23, 2003

 

 

 

Board Members Present: Bob Martin (President), Gene-Ann Pesano (Trustee), Dolores

Tappert (Vice-President).

 

Covenant Committee Members Present: Gladys Pfeiffer, Gene-Ann Pesano.

 

Homeowner's Present: Phyllis Ventrello, Lynn Monteiro, Herb Armstrong, Isabel Byrne, John Casper, Helen Bertch, Cheryl Smielewski.

 

 

Bob Martin called the meeting to order at 8:10 p.m. on the 23rd of July.

 

Bob Martin stated that the Board is short one trustee and they have interviewed a few people and talked to a few people. The Board has spoken to Phyllis Ventrello of 30 Manhattan Drive and she has agreed to serve out Ed Kocher's term. Bob Martin made a motion to appoint Phyllis Ventrello to fill-out Ed's term. Gene-Ann seconded the motion. All were in favor. Bob Martin stated that the motion has been carried.

 

Bob Martin stated that we will hold off on the approval of last meetings minutes.

 

Bob Martin stated that we have had a couple problems with the sprinklers not covering certain areas. The Board has marked them and made a note of them, Brickman (new contractors) has promised to be here on Friday to go over these problems. Gene-Ann stated that the Board had added a whole new line of sprinklers behind Unit 10. It took about 2 months to repair the damage that the Township had done when they did the drainage project. They basically ripped up our sprinkler system, they ripped off the sprinkler heads and just buried them. It is taking about another month to replace the sprinkler heads and locating some of them. What the Board is doing now is the final stage of making adjustments, etc.

On the landscaping you probably all noticed the Board has re-mulched all the common areas (the planting areas), we replaced 18 arborvitae on White Swan Way that had been catastrophically damaged in the winter. We dug out a few shrubs that were dead or so badly damaged that they weren't going to go anywhere, We are getting a lot of complaints from the Miller side about the landscaping. The Board is going to use the 100 or so shrubs that Mignatti owes us to fill in both sides. The Board just asks everyone to be patient.

 

The Township came to a screeching halt and we contacted a couple of people and the Township Engineer and we haven't had a response. Bob Martin is going to try calling the Township on Friday to see if he can get a personal interview and if not he is going to go to higher authorities. Bob Martin said they did take the drains from the back-side of the buildings on the Miller side and they were suppose to take the drain from each port that goes into the crawl space and they kind of conveniently overlooked it. They came around and said yes we will do that. They did a few and stopped and haven't given us a date when they are going to continue doing this. Gene-Ann stated that we have to get from Ed Kocher a list of the units that didn't schedule any inspections.  Scheduling inspections can only be done on weekdays and someone has to be there.

 

It took the Covenants Committee two full weekends to do the inspection. What was done this time was that they made a list of every single thing each unit had. Whether it was a violation or not we just listed everything. The Covenants Committee is probably more stringent with the violations this time than they have ever been. We basically sent a letter to just about everybody who had even a minor violation. Again, the reason being is that we can’t let it be said that we are using different standards for different people. So, everybody that had a violation was sent a letter. We sent out 42 letters. Which means almost half the homeowners in the Association was sent a letter. Few of them were bad, but once we talk to them it will be okay. Mostly everyone was fairly reasonable. Monday the Covenants Committee will be going out to do a re-inspection of the violations. Homeowners have 10 days to fix their violation. If their violation is not fixed in 10 days, the procedure is that they can be fined $15.00 which the Board will decide. If in another 10 days the violation is not fixed, the Board has the Authority to fine the homeowner $15.00 every day the violations are being made (per violation). 

 

Phyllis Ventrello stated that she has read a lot of literature about different communities and what they have been doing and the only thing that she has been able to come up with is to purchase two 35-gallon garbage pails (similar to what we have now, just smaller), at $35.00 each and placing them in the common ground area where the dogs are allowed to walk  and possibly paying one of our residents to take those pails and bring them to the street every Wednesday and bring them back every Wednesday evening. Those pails need to be maintained and every couple of weeks they may need to be washed out and the area around it cleaned also. Also in the fee that we would pay this resident, to clean up some of the garbage by the street and in the street, They chose this garbage pail from a catalog that was connected with a post and had rubber gloves attached. Phyllis Ventrello said it would also be a good idea to type up all of the rules and make it known from day 1 to all the homeowners. Bob Martin stated that the Board will take under advisement Phyllis' proposal.

 

John Casper originally thought about cutting out the spaces that we have on White Swan Way and make a couple more spaces. John Casper thought that what would be a better idea is down where the pool would have gone at the end of the circle at the end of Manhattan Drive is to cut-in and make a parking lot in there of gravel and make it a playground and a parking lot. We could designate for the commercial trucks so they are off the street and the kids could go play over there. There is plenty of room over there. Bob Martin stated that we can't use the wet lands but it could be a good idea that he hadn't thought about. John Casper stated that his thought is to use land closer to the fence and that it would only take about a day and wouldn't cost a lot and the biggest problem would be to get someone to use it. Even if we cut out the curbs it doesn’t mean someone will use them. Bob Martin said that he will have to take that under advisement.

 

            67 WSW Block Patio - It is from 67 White Swan Way from Mary Jane Ludinski. Bob Martin stated that it is over-sized and explain to them that it is wrong and put it in a fish bone pattern and explain that it has to be a similar color to cement. Bob Martin stated that they will get back to her because it needs to be modified.                   

            38 MD extended patio to a larger size - they already have one of the smaller patios (poured concrete), and want to extend the patio to a larger size in the poured concrete. The Board has a standard letter that will be sent out to this unit owner which explains the correct dimensions. Bob Martin said to send the unit owner the letter.

 

No old business at this time.

 

Bob Martin received a letter from Patty Boyd of 21 White Swan Way: She wrote I purchased my unit in 1995 who planted pine trees in the back along with flowers and other fruit trees. They did this because they did not want to look at the fence in the back of the property. They made the area behind the unit private and tranquil. The fence does look like prison encampment. It seems that at the time it was a recommendation of the Board at that time to plant those trees. When the land was recently surveyed it came to my attention that the area, where the pine trees are, does not belong to Drum Point Village West or the Township. The land owner is unknown and they are looking for the owner, Dr. Leoniak. We should try to purchase that small piece of land so we could eliminate some of the parking problems. If the Township does not find the owner the land will be sold to the doctor behind the development. Dr. Leoniak has already advised that he will be moving the existing fence. The fence will go right in front of the pine trees behind our property. He advised that he will be doing this because he wants access to the back part of his property to use as an entrance and an exit. The unit owner doesn’t know if the Board can fight the moving of the fence since it will be on top of our back units. Depending on the type of fence he puts up, his dog will roam the area and bark various hours of the night. In lieu of the pending land purchase behind my unit, I would like to request a portion of my property, that will remain at Drum Point Village West, be part of our landscapers maintenance. Now that we know the land belongs to the Association, I am requesting the weeds be cut down, prune the trees and maybe put down woodchips, etc. to eliminate it from being overgrown with weeds. She would appreciate a very serious request especially with the West Nile situation that may already exist that some spraying be done. Bob Martin stated that the Board will have to take this into consideration and speak to George Morano to see where the property ends.

 

A homeowner asked are they going to fix the dryer vents. Bob Martin answered that is homeowner maintenance.

 

A homeowner stated that as she walks her dog she has seen a number of ant hills. Bob Martin stated that the Association does spray for that but they do come back. Bob Martin also stated that if an individual homeowner has ants on their property, etc. the Association is obligated to spray and we do have a termite service. Turner and Pest Control has said that ants are a problem everywhere now and the Board has had one of the buildings treated. The problem that we have is that these folks have pesticide licenses which means they are limited to how much pesticide they can put down. The amount they are able to put down is not enough to take care of the ant problem, The Board is going to talk about it and might have some alternatives that will require homeowner cooperation. There are some things that we can look into doing. Bob Martin said that he will take a look on Friday and see if we need to bring in pest control. The Board is aware of the problem and does not have a solution but we are looking into it.

 

The next meeting will be Wednesday, September 10, 2003.

 

Bob Martin made a motion to adjourn the meeting. Dolores Tappert seconded the motion. All were in favor. The meeting was duly adjourned by Bob Martin at 8:41 p.m.
