Minutes of the Board Meeting

February 25, 2004

 

Board Members Present:  Gene-Ann Pesano (Vice-President), Phyllis Ventrello (Secretary), Herb Armstrong (Trustee), Paula Groppe (Trustee)

Covenant Members Present:  Gladys Pfeiffer

Homeowners Present:  none

 

Gene-Ann Pesano called the meeting of the Board of Trustees to order at 8:06 pm. Gene-Ann asked everyone to please turn off their cell phones so they do not interrupt the meeting.  She noted that any input from attendees be held until the new business portion of the meeting and that the conversations be limited to 3 minutes per person. 

 

Gene-Ann Pesano announced the names of those who were in attendance at the meeting.

Gene-Ann stated that the Board asked for three bids on re-landscaping the Miller side of the community.  This was precipitated by the fact that we have to remove all of the Bradford Pears and the landscaping on that side is in desperate need of updating and filling in.  Of the three contractors that we requested proposals from, only two actually submitted proposals and Tom is one. After we finish the meeting, the second landscaper will come in.  They did not want to be in at the same time, listening to each other’s proposals.  Gene-Ann turned the floor over to Tom for his presentation.

Tom presented a proposed view of new landscaping for White Swan Way showing left and right side corners and the center of each unit with selected plants.  He provided 2 different variations / choices. Different types of plants / trees were discussed including choices for replacing the Bradford Pears. Tom proposed replacing them with Purple Leaf Plum trees.  Gene-Ann stated that she discussed with the landscapers that the board would like the replacement trees to be as attractive as the Bradford Pears but not as big or as high maintenance.  They would also like trees that will drop their leaves a little earlier.  There was a discussion about having various plants that would show color in the different seasons, not just the azaleas that bloom in the spring.  Gene-Ann proposed using some Hydrangeas as they have large blooms and change colors.  She expressed concern over there being sun on one side of the street and not the other.  Tom discussed the drainage proposals.  Gene-Ann stated that the proposal guaranteed plants for one growing season, excluding acts of God, damage, and neglect.  Payment plan is 1/3 down, 1/3 after seven day and the remainder within 10 days of completion of the project.  Total estimate is approximately 70,000.

Gene-Ann Pesano brought to everyone’s attention that a homeowner complained to the Department of Consumer Affairs that she did not receive previous minutes from the last meeting.  The resident stated that she was on a “list” and that the minutes should have been sent to her.  Minutes can be obtained by downloading them from the website or by picking them up at the next meeting.  If residents are unable to obtain them that way, then they must submit a request in writing to the board and the minutes will be mailed to them.  Gene-Ann discussed the Association’s procedure with a representative from the Department of Consumer Affairs and this is acceptable to them.

Paula Groppe made a motion to approve the minutes as published.  Herb Armstrong seconded it.  All in favor.

 

Gene-Ann stated that the board needed to declare a date of record for the homeowner’s to vote at the general meeting.  The treasurer has suggested that the date be March 13, 2004, which is 20 days prior to the meeting date.  This means that anyone having title to a unit and in good standing would be eligible to vote.  Gene-Ann made a motion to declare the date of record for voting rights to be March 13, 2004.  Paula seconded it.  All in favor.

Gene-Ann asked for any comments, questions, suggestions or corrections regarding the proxy statement.  Paula Groppe made a motion to accept the proxy statement as is.  Herb seconded it.  All in favor.

 

Gene-Ann stated that she sent a letter to Councilwoman Roseann Scatoro (Brick Township liaison to Brick condominiums) to congratulate her on her position and ask her to help on the drainage problem.  Gene-Ann suggested that Roseann speak to Scott McFadden and Jim Preola.  Gene-Ann has not received a response.  Gene-Ann will send a letter inviting Ms. Scatoro to come and speak at one of the open board meetings.

 

Last summer Ozane was in to inspect the Mignatti side of the community and to submit a proposal for some type of termite control system and when it should be done, considering that the units are only three years old, our assumption was that in another two years we would put in some type of century system.  We were forced to do this earlier because one of the units has a major termite problem.  The position with Mignatti is that there is no homeowner warrantee against insect damage.  Gene-Ann explained that the Miller side has been treated with a liquid barrier that cannot be used on the Mignatti side, as the homes are on slabs.  She described the Centracon system - rods are placed in ground and filled with bait.  Each month they are checked  to see if termites are in the area.  If it is determined that they are, then the “bait” placed in the rod is changed to poison that the termites take back to colony and the colony is destroyed.  Ozane proposed treating two buildings per year over four years.  It is $500 per year just to check the system every 30 days.  Ozane’s proposal was $24,650 including the first two years of monitoring.  Terminex bid is approximately $40,000.  Ozane will destroy the contract that was signed for the first building and drop that by $500, if we contract with them to do all 8 buildings over four years.  Gene-Ann questioned as to what would happen if Ozane does the first two buildings and then termites are discovered in another building?  Ozane would treat the building and count it as one of the two for the following year.  Ozane will wait until June of each year to do the treatment because termites swarm in June.  Herb Armstrong suggested that the board get three estimates.  He also suggested that an attorney be consulted.

 

Gene-Ann asked for any new business.  There was none.

 

The meeting was adjourned at 9:35 PM, to be reconvened on March 3, 2004 for the purpose of entertaining additional bids for the landscaping project, and any other business brought forth at that time.

The meeting of February 25 was re-convened on Wednesday, March 3 at 7:35pm.

 

George Morano presented his proposal for the re-landscaping of the community.  His bid was approximately $84,000 but offered to give a 10% discount for a savings of approximately $8,000.  Payment plan may be up to 12 months.

 

The contract for Ozane to do the termite protection program on the Mignatti side was approved unanimously.  The contract has been signed and faxed to Ozane.

 

We will go back to the two landscapers (George and Tom) and ask for proposals for no more than $25,000.  This must include the replacement of the street trees and new river rock mulch.  This may be all that can be done for that price.

The removal of the existing trees will probably run between $3,000 and $5,000.
