This challenge was presented to one of the working groups of the Military Operations Research Society (MORS) workshop entitled "The Global War on Terrorism: Analytic Support, Tools and Metrics of Assessment" that was held at the Naval War College, Newport, RI, from 30 November to 2 December 2004.
Working Group 3 produced a report of its results. It also produced a database of tools and an analysis of the database.
