Procedures
The Director is responsible for determining the pairings for each round. He is also (most likely) the Cartographer and Game Coordinator for half of the games.
The Cartographer is responsible for creating the scenario. There are two scenarios in each round so that the Game Coordinators, Cartographers, and Director can all play n the tournament without seeing the scenario before playing the game.
The Game Coordinator is responsible for starting games. He takes the scenario produced by the Cartographer and converts it to saved games with production and combat advantages both set to Advt3, and with the appropriate colors for the competitors. He must also set the AI players production and combat disadvantages to Extreme. He sends the saved game file to the first competitor (who is Player 2). He later receives the file from the second competitor. At this point he resigns and sends the file on as the game directs.
After the GC resigns the file will be sent back and forth between the two competitors. The Director and GC will be available if any issues come up.
The game is played until one player has 67 percent of the cities or until 150 turns elapse. When one competitor has reached the victory conditions he sends an email to the Director claiming victory. The result will be confirmed with the other player and the results will be posted.
If the game is not done by the time the next round is ready to be paired the Director will request the current city count and turn number from each player. These preliminary results will be used to determine pairings for the next round. The game should continue until the victory conditions are met or 150 turns are played. The final result will be used to determine ratings for the Empire Deluxe Ladder.
