1 April 2001 PREAMBLE ARTICLE I - MEMBERSHIP Members must be members in good standing of the National Order of Daedalians and meet the membership criteria defined in the National Constitution and By-laws to be eligible for membership in Flight 89. Honorary memberships are not authorized in Flight 89. An individual whom the Flight wishes to honor but who is not otherwise eligible for membership may, by vote of the membership, be designated as a "Friend of Flight 89". There shall be no more than five living "Friends of Flight 89" at any one time. ARTICLE II - FLIGHT OFFICERS 2.1 General: The officers of this Flight Shall consist of a Flight Captain, Vice Flight Captain, Flight Treasurer, Flight Provost Marshal and Flight Adjutant. These officers are elected by the Flight membership.2.2 Election of Flight Officers: Flight Officers will be elected annually in October to enable new officers to be inducted and to assume office at the first meeting in following year. No member shall serve more than three consecutive terms in any position as a Flight Officer. The election of Flight 89 officers is staggered to ensure overlap and provide continuity as follows:to be elected to serve two year terms beginning in odd-numbered years, i.e., 1999 through 2000. Vice Flight Captain and Provost Marshal to be elected to serve two year terms beginning in even-numbered years; i.e., 1998 through 1999.2.3 Nomination of Candidates for Flight Offices:
2.4 Vacancies of Flight Officers: In the event of transfer or disability of an incumbent Flight Captain, the Vice Flight Captain shall succeed to the office of Flight Captain. If vacancies should occur in the other Flight offices, the Flight Captain shall appoint successors to fill the unexpired terms of the office. 2.5 Appointive Assistant Flight Officers: The Flight Captain shall appoint various Flight members to carry out permanent functions delegated by the Flight Captain. These positions are as follows:
2.6 Other Assistant Flight Officers: Each elected Flight officer shall ensure that he has a designated assistant to discharge his responsibilities at meetings in the event of his absence. The names of the designees shall be furnished to Flight Captain and Flight Adjutant.ARTICLE III - DUES AND INITIATION FEES 3.1 National Initiation Fees and Dues: Payable direct to National Headquarters. Initiation fee is payable on a one-time basis as a condition of acceptance as a member of the Order. National dues, payable direct to Headquarters, shall be due and payable on the first day of each January. Amounts are set forth in Article VIII National By-laws.3.2 Flight Dues: Separate and apart from dues levied by National Headquarters. Flight 89 dues shall be as fixed by the Flight Staff and approved by the Flight membership. They are payable on the first day of each January. New members of Flight 89 owe Flight dues for the year they are accepted as members unless they become members after 30 September. In those instances, Flight 89 dues collected apply as the next year’s dues. Members transferring from other Flights, who have paid Flight dues prior to transfer, do not have Flight 89 dues levied until the upcoming first day of January.3.3 Flight Initiation Fees : Separate and apart from National Headquarters initiation fee. Flight 89 initiation fee for new members covers the cost of name tag and engraved name plate for membership plaque in Daedalian Room. Members transferring from other flights will pay Flight 89 initiation fee which covers the cost of engraved name plate and name tags. Amount of initiation fee is determined by Flight Treasures based on current cost of name tags and plaque name plates.3.4 Dues Delinquencies: Flight members who are delinquent in payment of Flight dues for one year are subject to being dropped from Flight 89 membership roll.3.5 Use of Dues: Flight dues, payable direct to the Flight, are used for the social and other activities of the Flight. These include payment of meals for guest speakers; support for the Flight Awards Program; purchase of items which are raffled for the growth of the Flight Awards Program Fund; and purchase of items for presentation to distinguished guests and speakers.ARTICLE IV - MEETINGS 4.1 Regular Meetings : Regular meetings of Flight 89 are convened monthly on the fourth Thursday of the month. The meeting date may be changed by the Flight Captain if the regular meeting conflicts with a holiday, or if a special meeting is being held in lieu of a regularly scheduled one.4.2 Attendance : Flight 89 meetings are limited to Daedalians and invited guests to include potential members. At least one meeting per year is scheduled to which spouses, girl friends and other guests are invited. Flight members are urged to make efforts to attend meetings on a regular basis. A record is kept of the number of members present and the percentage of members present. These figures are reported to National Headquarters and are a factor in making Distinguished Flight Awards.4.3 Quorum for Business Transaction: For the Flight Staff, a majority of the officers must be present (3 of 5). For voting by the membership, at a regular or special meeting, 25% of the members in good standing or 40 in number, whichever is smaller, must be present.4.4 Commitment to Attend Meetings: The regular Flight meetings as well as designated special activities involve dinner and other fixed expenses. If a Flight member makes a commitment to attend a dinner meeting and then becomes a "no-show" without letting his element leader or Flight officer know, the Flight is obligated to pay for the commitment. Therefore, if a Flight member says he will attend a Flight meeting and because of some conflict, he fails to cancel prior to the meeting, the member will be billed for dinner.4.5 Amendments for Flight By-laws: These By-laws of Flight 89 Pelican may be amended by an affirmative vote of the membership at a regular meeting if a quorum is present and only if such amendment has been approved by the Flight Officers. After approval by the Flight Officers, any proposed amendment must have been published in the regular monthly Flight 89 Bulletin before a vote of the membership may be called.ARTICLE V - AWARDS PROGRAMS 5.1 The Awards and Trophy Programs: The primary objective is to help guide young people toward a career in military aviation and to perpetuate the spirit of patriotism and love of country. Active duty military personnel and members of the Reserve forces, National Guard, Civil Air Patrol and Junior and College ROTC units are sources of candidates for awards. The support of local libraries is an area of Flight 89 interest. The Flight 89 Awards and Trophy Chairman is a permanent Flight representative who works with local officials and coordinate efforts with National Headquarters and the Daedalian Foundation in support of objectives outlined in Article II, National By-laws.ARTICLE VI - PUBLICATIONS 6.1 Monthly Flight Bulletin: Flight 89 publishes a monthly Flight Bulletin which is mailed to all the membership. The editor is appointed by the Flight Captain. The bulletin keeps the membership informed concerning meetings, special events, announcements, etc. It is also developed to assist the Adjutant in preparation of quarterly reports required by National Headquarters. The membership is encouraged to contact the editor concerning special items of interest to other members.6.2 Flight 89 Membership Roster: An updated Flight 89 Membership Roster is prepared quarterly to keep current members’ address, phone numbers, etc. The availability of these computer generated rosters is limited; therefore, each member will be furnished and updated roster annually. Flight members are requested to notify any of the Flight 89 Officers of any changes of address or phone numbers as they occur.6.3 Flight 89 Administrative Reports: National Headquarters requires Quarterly Flight Activity Reports. Minutes of Flight meetings and other records are kept by the Flight Adjutant. A report of newly elected officers of the Flight to include rank, full names, Flight positions, service and status, etc., must be furnished. The membership is encouraged to provide timely information for the various reports as required. An annual report is also required to ensure that the propeller mounted in the Tyndall OOM is being properly accounted for and is secured.APPENDIX I - BY- LAWS - FLIGHT 89 - PELICAN
DUTIES OF FLIGHT OFFICERS : The Flight Captain shall preside the Flight meetings; appoint the committees required by the By-laws of the Order and the By-laws of the Flight; in conjunction with the other officers of the Flight, schedule the times and places of regular Flight meetings and call special meetings as necessary; have general supervision over all matters pertaining to the Flight; ensure that harmony is preserved and the By-laws of the Order and Flight 89 are enforced; and perform such other duties as may be required of him by the By-laws of the Order, of Flight 89, and the members of the Flight. He appoints successors to Flight office vacancies that occur as result of transfers or disability of an incumbent in accordance with Article II, 2.4 of Flight 89 By-laws. B. The Vice Flight Captain : The Vice Flight Captain shall preside at Flight meetings in the absence of the Flight Captain; assume responsibility for coordination of menus for meals served at Flight meetings with mess facility personnel; coordinate dining room setup with mess facility personnel coordinate with Flight Treasurer to ensure prompt and adequate payment for services rendered; assume responsibility to coordinate with the Flight Adjutant in selecting and publishing a roster detailing members for mess attendance accounting at monthly Flight meetings; act as focal point in coordinating guest speakers and programs for Flight meetings; solicit inputs and assistance from the Flight membership regarding invitations to guest speakers, timing, and other program features; provide timely Flight program information to the editor of Flight 89 Monthly Bulletin. He requires timely input from Element Leaders regarding number of members committed to attend monthly meeting and other functions. He performs such other duties and responsibilities as delegated by the Flight Captain and by the Flight membership. He succeeds to the office of Flight Captain in the event the incumbent Flight Captain can no longer continue to discharge the function of the Office. As the new flight Captain, he shall appoint a successor to the unexpired term of Vice Flight Captain.C. The Flight Adjutant: The Flight Adjutant shall preside at meetings of the Flight in the absence of the Flight Captain and the Vice Flight Captain; keep minutes of all meetings of the Flight; conduct the correspondence of the Flight and maintain records therefore; have charge of the seal, books, papers and records of the Flight and be prepared to immediately deliver such to his successor in office; and perform such other duties as may be required of him by the members of the Flight. He is responsible to prepare the Quarterly Flight Activity Report to reach National Headquarters within 90 Days following quarter being reported. Although this is not a required report, all four quarterly reports must be submitted in order for Flight 89 to qualify for consideration of the Jimmy Doolittle Distinguished Flight Award and the Flight Rebate Program. He will cooperate with the Vice Flight Captain in selecting and publishing of roster detailing Flight member for mess attendance accounting at monthly Flight meetings.D. The Flight Treasurer: The Flight Treasurer shall receive all Flight moneys; pay all bills against the flight for expenditures authorized by Flight action or by vouchers signed by the Flight Captain or Flight Adjutant; keep account of all receipts and expenditures in accordance with generally accepted bookkeeping practices; be prepared at direction of Flight Captain to give a summary report of the status of Flight funds; at such time as the Flight may request, or the Flight Captain may direct, present all records and vouchers as may be necessary to permit a proper audit of his accounts. He is custodian of Flight 89 account in the Tyndall Federal Credit Union. Profits from Flight 89 special activities; i.e. , golf tournaments, sale of memorabilia, raffles, etc., will be placed in the Flight 89 Awards Program Fund. This fund will be maintained separately from the administrative fund of the Flight. He performs such other duties and responsibilities as delegated by the Flight Captain.E. The Flight Provost Marshal: The Flight Provost Marshal shall be responsible for advising the Flight membership on matters of protocol of Flight meetings and the induction of members into the Order; be responsible that only members and their authorized guests attend Flight meetings. He is the Flight 89 Officer with primary responsibility to organize the sale of raffle chances at meetings in support of the Awards Program Fund. He coordinates and solicits the Flight membership's participation and assistance in this task. He assists in special equipment setups for Flight meetings. He performs such other duties and responsibilities as delegated by the Flight Captain.

If you have not paid your dues for the current calendar year by 31 March, a $2.00 surcharge will be added each month until the dues are paid. Members not paying before 31 March will be dropped from the members roll and will be listed as associate members until dues and assessments are paid in full. At the end of June, any unpaid members will be dropped from all flight rolls and must reapply for membership.
