When
shifting to Tricare for Life (TFL) to pay for your
health care needs, it is important that TFL administrators are informed of any
other health care insurance coverage. To enroll in the TFL program,
beneficiaries must already be enrolled in Medicare part B. Under TFL
reimbursement rules, TFL acts as a second payer to Medicare Part B. Should
someone enroll in TFL while covered by both Medicare part B and other health
insurance(OHI) such as an employer plan or a private sector insurance program,
TFL would act as a third payer after medicare and the
OHI. For more information on the TFL or all Tricare

Healthcare funding is a top priority for FRA and a major issue in this
legislative cycle. Proposals under consideration on Capitol Hill include plans
to implement an enrollment fee for TRICARE Standard beneficiaries,
significantly increase retirees' TRICARE Prime premiums, hike pharmacy
copayments for military retirees, require higher-income veterans who have no
service connected disabilities (Priority Groups 7 and 8) to pay a $250
enrollment fee to receive VA healthcare and also pay higher copayments for
VA-prescribed medications. As a result, lawmakers in the Defense (DoD) and Veterans Affairs (VA)
arenas are focused on healthcare during congressional hearings and meetings
with FRA's Legislative Team, and FRA is standing firm
in its opposition to increased enrollment fees and copayments for military

Commissaries Open to
Members of Guard/Reserves While on Active Duty
Members of the National Guard and reserves activated for active duty under 30
days can use commissaries beyond their allotted 24 days a year. To access the
commissary, they and their dependents need only show their active duty military
ID and a copy of their active duty orders. The Commissary Privilege Card need
not be shown or stamped.
