Frank Feeley is a lifetime resident of Washington state with over 25 years experience in chemical dependency, mental health and vocational rehabilitation counseling.  He has been a Substance Abuse Professional (SAP) for 10 years.  Since June of 2003, when he received training through Blair Consulting Group Inc. and tested through NAADAC (National Association of Alcoholism and Drug Abuse Counselors), he has been a certified SAP evaluator.

Frank is a retired psychologist for the State of Washington and is currently working as a SAP evaluator and Drug and Alcohol Counselor.

Frank Feeley is a Certified SAP provider for employees who have violated a DOT Drug and Alcohol program.

DOT Supervisor Training

This is a two hour training offered to any person who supervises or works with people who are in a safety sensitive position.  DOT Federal Regulations require this training (see below). 

This training qualifies under Federal DOT regulations and meets the requirements of 49 CFR Part 40.281(c)(1).

Sec. 382.603 Training for Supervisors

Each employer shall ensure that all persons designated to supervise drivers receive at least 60 minutes of training on alcohol misuse and receive at least an additional 60 minutes of training on controlled substances use.  The training will be used by the supervisors to determine whether reasonable suspicion exists to require a driver to undergo testing under Sec. 382.307.  The training shall include the physical, behavioral speech and performance indicators of probable alcohol misuse and use of controlled substances.  Recurrent training for supervisory personnel is not required.
